- *This notice is being published manually as it did not flow through automatically through the contract writing system (PADDS) due to a system error immediately after award.** On 06 September 2022, The United States Army Contracting Command - Aberdeen Proving ground (ACC-APG) awarded contract W56KGY-22-D-0022 to Collins Aerospace. This Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract was awarded to procure up to 8,000 Mounted Assured PNT System (MAPS) GEN II Line Replaceable Unts (LRUs), as well as associated required support and engineering services. The total contract ceiling of this IDIQ was $583,515,289.44 and it has a 60 month ordering period.� The MAPS GEN II system functions to distribute an integrated anti-jam protection and trusted Positioning, Navigation and Timing (PNT) solution on platforms in denied or contested environments, improving availability and integrity, and is hardened to withstand combat environments. This IDIQ contract consists of Firm-Fixed Price (FFP), Cost-Plus Fixed Fee (CPFF), and Cost No Fee (CNF) type contract CLINs. FFP CLINs have been used for hardware deliveries and CPFF CLINs have been used for engineering an support services. CPFF CLINs were chosen for these services based on the novelty and complexity involved in moving from a prototype system, to a serially produced system. The Government was unable to accurately determine the the appropriate level of effort required to complete the required work in accordance with FAR 16.306(b). W56KGY-22-D-0004 was awarded as a non competetive action under the authority of 10 USC 4022(f)(2) in conjunction with the authority under 10 USC 4022(a)(2)(b). These authorites required the awarded contractor to produce a succesful prototype under an Other Transaction Agreement (OTA), as well as the use of competetive procedures on that OTA. In addition, use of these authorities required a written and approved determination from the Under Secretary of Defense for Acquisition and Sustainment (USD A&S). All requirements for the use of these authorities were met prior to award of W56KGY-22-D-0004.� In accordance with FAR 16.301-3, Limitations, (1) the factors in FAR 16.104 have been considered; (2) a written acquisition plan was approved and signed at least one level above the contracting officer; and (3) the contractor�s accounting system has been verified to be adequate for determining costs applicable to the contract or order ; and (4) prior to award of the contract, or order, adequate Government resources are available to award and manage a contract other than firm-fixed-priced, including appropriate Government surveillance during performance in accordance with 1.602-2, to provide reasonable assurance that efficient methods and effective cost controls are used.
