- Veterans Affairs Network Contracting Office 5 (NCO 5) intends to negotiate on a sole source basis with Stryker Sales, LLC., utilizing their federal supply schedule for a Firm Fixed-Price (FFP) contract. The purpose for this FFP contract is to place an order that will replace end of life equipment, allowing the Huntington VA Medical center to continue to offer minimally invasive and arthroscopic procedures. The FFP contract will be a base contract. The requirement shall include compatibility with the following utilized equipment: Stryker AIM HD laparoscope # 050253; Stryker Light Cord # 233050067; Stryker HD 4mm scope # 502204010, 502204030, and 502204070. In addition, the requirement must provide compatibility with Cerner for upcoming integration. The NAICS code for this contract action is 334510 - Electromedical and Electrotherapeutic Apparatus Manufacturing (SBA Size Standard: 1250 Employees). The Product Service Code for this action is 6515 - Medical and Surgical Instruments, Equipment, and Supplies. The Department of Veterans Affairs believes that although more than one contractor would potentially be able to fulfill the requirement, the items that will be procured will need to be manufactured by Stryker. It is in the best interest to procure Stryker brand-name products due to cost related to warranties, repairs, maintenance, etc. to new and existing equipment. Accordingly, only Stryker products are capable of providing the supplies and services above without the Veteran s Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition. Please review the attached limited sources justification for further information This notice of intent is not a request for quotations; Interested parties may express their interest by providing a capabilities statement no later than Tuesday, September 13, 2022 at 9:00 am ET. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required equipment. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement 36C24522Q1035 Notice of Intent to Sole Source. If after September 13, 2022 no viable responses have been received in response to this announcement, Dept of VA shall negotiate solely with Stryker Sales, LLC.. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Johao Stewart by email at johao.stewart@va.gov. The capability documentation should include general information and specific technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, including proof of training and certification for performing service support for the Stryker manufactured equipment, as well as an authorized distributor letter from Stryker Sales, LLC. should be submitted if you are not the manufacturer.
