Description
Background Defense Logistics Agency Energy (DLA Energy) has interest in understanding the feedstocks that past, current, and potential suppliers of F-76, Naval Marine Distillate Fuel, are already pursuing or plan to pursue in their supply chains. This RFI is being conducted to conduct strategic market research into global suppliers of F-76, domestically and abroad. At this point in time, DLA Energy has interest in understanding the impact that renewable diesel has had or will have on F-76 procured in accordance with MIL-DTL-16884P (Attachment 1). A particular area of interest are Hydroprocessed Esters and Fatty Acids (HEFA) used in co-processing. Additionally, DLA Energy seeks to understand future market trends in the distillate market. This RFI is for information and planning purposes and is not intended to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. Furthermore, DLA Energy is not at this time seeking proposals and will not accept unsolicited proposals. Information Request The purpose of this RFI is to solicit industry feedback on renewable diesel trends that will impact the availability of F-76 procurement in the future solicitations. Presently, HEFA is not permitted as a feedstock for co-processing in the manufacture of F-76. Do you presently conduct HEFA co-processing for your distillate products? Do you intend to implement HEFA co-processing for your distillate products within the 1 year, 5 year, or 10 year timeframes? If currently conducting or planning to introduce HEFA co-processing, what percentage of co-processing are you using currently? What percentage do you plan to introduce in the future? �If currently conducting HEFA co-processing, are you producing both jet and diesel co-processed fuel?� What specification(s) does the fuel meet (i.e. D975)?� If producing both jet and diesel, what is the percent of HEFA feedstock and what is the output split between jet and diesel? ��Do you expect the HEFA percentage to increase in the future? �If currently conducting HEFA co-processing, how do you determine if the HEFA has been processed?� In addition to the fuel specification requirements, what additional properties are measured for quality assurance? Is FAME one of these properties? If planning to implement HEFA co-processing, what impact, if any, would this have on your availability to offer F-76 for procurement as currently detailed in MIL-DTL-16884P? For suppliers currently co-processing distillate products with HEFA, would you be willing to submit samples of your renewable diesel products currently being produced for analysis by DLA Energy in support of potential addition of HEFA co-processing to the F-76 specification? For suppliers currently co-processing distillate products with HEFA, would you be willing to submit samples of your proposed F-76 products for research and analysis of the products for analysis by DLA Energy? Responses Please ensure that responses provided are germane to the specific questions identified above regarding F-76, renewable diesel, and HEFA co-processing. Interested parties are hereby invited to submit their responses, not exceeding twenty pages, double spaced, and no smaller than 12pt font. Any relevant graphics may also be submitted as part of this response, within the aforementioned twenty-page limit. Interested parties should respond to this RFI by October 6, 2022 at 1:00 pm Eastern Time. In response to this RFI, please provide your company name, type of small business (if applicable), mailing address, point of contact, email address, and phone number. If DLA Energy pursues testing of renewable diesel or proposed HEFA co-processed F-76, the Agency may reach out to the identified point of contact. If such testing is conducted, the costs of such testing will be borne by the Agency, not the supplier.
