- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.� The USDA/ARS intends to award a Firm fixed price sole source contract under the authority of FAR 13.106-1(b)(1), single source for purchase not exceeding the simplified acquisition threshold, to: Waters Technologies Corporation 34 Maple Street Milford, MA 01757 This is a service contract for an ultra performance liquid chromatograph-mass spectrometer (UPLC-MS). The service and one preventive maintenance (PM) will be conducted on site at the USDA-ARS-ATRU laboratory A sole source is required to by Waters to service their Waters instruments because the majority of parts and all the software upgrades for the UPLC are only available to Waters service engineers.� Only a Waters service engineer is certified to work on highly advanced Waters UPLC systems. The NAICS code for the expected acquisition is 811310, with a Size Standard is $8 million and the PSC Code is J066. NO solicitation or solicitation package will be issued.� This notice of intent is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to this requirement.� All information received by 1:00 PM Central Time on September 20, 2022 will be considered by the Government.� Responses shall be submitted to Melissa Grice at melissa.grice@usda.gov.� The e-mail subject line shall state:� MS service - Notice of Intent to Sole Source.� A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.� NO TELEPHONE REQUESTS WILL BE HONORED.
