Description
AMMENDMENT TWO The purpose of this amendment is to extend the response time. a.� The response time for this RFQ is hereby extended to 4:00 PM EST, 9 Sep 2022. b.. The response time located at paragraph (viii)(h) is changed from 1200, to 4:00 PM EST. c.� The response time located at paragraph (xv) is changed from 1200 PM EST to 4:00 PM EST. d.� All other terms and conditions remain unchanged. AMMENDMENT ONE The purpose of this ammendment is to remove the AVIXA CTS certification requirement. a.� Paragraph (viii)(a) is here by RESERVED. b.� Paragraph (ix)(d)(3) is hereby RESERVED. c.� All other solicitation terms and conditions remain unchanged. COMBINED SYNOPSIS/SOLICITATION FSS AV Upgrade JOINT BASE CHARLESTON (JB CHS), SC �(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. (ii) �FA441822AFRCAV is issued as a request for quotation (RFQ). (iii) �This RFQ provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 dated 10 August 2022. (iv) �This acquisition is restricted for small business concerns. The associated NAICS code is 334111 with a 1250 employee size standard. (v) �A list of line item numbers and items, quantities and units of measure (including options) is in the RFQ Attachment One Price Sheet.� �(vi) The contractor shall provide all parts equipment and labor to fulfill 628th Force Support Squadron (628 FSS) AV Upgrade in accordance with (IAW) attached Statement of Objectives (SOO) (Attachment 2). (vii) Delivery shall be 90 days After Receipt of Order (ARO).� The Government will evaluate an alternative delivery date based on responses to the RFQ. The Delivery FoB point is Joint Base Charleston � Air Base. (viii)� FAR 52.212-1, Instructions to Offerors � Commercial Items applies to this acquisition with the following Addenda; a. RESERVED b. The contractor shall provide Spec Sheet of all proposed Hardware, and/or Software. c. Vendors shall submit a drawing design depicting equipment installation locations and equipment list including an item description, part number, and location of all installed equipment. Vendors are advised to utilize the RFQ SOO Appendix One, Room Layout to identify installed equipment locations. d. Offerors shall utilize RFQ Attachment One Price Sheet to submit offered pricing in response to this RFQ. e. A Firm Fixed Priced Call Order is anticipated. f. Vendors are advised to identify an alternative delivery date or confirm a 90 ARO delivery date in the delivery entry requirement in the RFQ Pricing sheet Attachment One. g. Offerors may submit questions relating to this acquisition to the individual(s) identified in paragraph xvi below.� Questions shall be submitted no later than 12:00 PM, 6 September 2022. h. Offerors must submit responses to this RFQ electronically by email to Contract Specialist Brandon Costa at Brandon.costa@us.af.mil no later than 4:00 PM EST, 9 September 2022. (ix)� FAR 52.212-2, Evaluation-Commercial Items applies to this acquisition with the following Addenda; a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. b. The following factors shall be used to evaluate offers in the following relative order of importance: Price Technical Acceptability c. Price - First the government will rank all offers according to their total quoted price. Offerors will be arranged according to price, from lowest priced offer to the highest priced offer d. Technical - Next, the Government will evaluate Technical Acceptability. Technical acceptability will be evaluated on a pass/fail basis.� In order to be considered as passing the technical acceptability evaluation, the vendor must meet the following performance requirements;� The proposed equipment are not at manufacturer end of life and the equipment serves a beneficial purpose within the vendors proposed quote design.� The contractor shall provide a detailed design and description of their approach to meeting the requirements of the RFQ SOO.� The quote submission shall include a design layout depicting equipment installation locations and equipment list including an item description, part number, and location of all installed equipment. Vendors are advised to utilize the RFQ SOO Appendix One, Room Layout to identify installed equipment locations.� The design layout and equipment list will be subjectively evaluated for accuracy, completeness, and equipment interoperability with existing equipment. RESERVED e. The Government intends to award a contract without interchanges with respective offerors. The Government, however, does reserve the right to hold interchanges with one, some, none, or all offerors. (x) �All offerors shall include a completed copy of FAR 52.212-3, Offeror Representation and Certifications -- Commercial Item or complete electronic annual representations and certifications at the System for Award Management http://www.sam.gov . (xi) �The clause at FAR 52.212-4, Contract Terms and Condition�Commercial Items, applies to this acquisition. Electronics Tech Maint III�� WG-10���� $26.31�� + 38.5% Fringes 5352.201-9101 5352.201-9101 OMBUDSMAN (OCT 2019) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
