- This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. �This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.� The solicitation number W913E522Q0031 is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 336999 � All Other Transportation Equipment Manufacturing, which has a size standard of 1,000 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for one (1) capstan for controlled draw bar pull testing of Government test vehicles. The capstan must meet the following specifications: ��� �Can safely hold a dynamic load of at least 10,000 pounds. ��� �Capstan spool diameter of 10-12 inches. ��� �Exposed or exposable above-deck driveshaft. The Government will fit a braking system to the driveshaft so it must be accessible without interfering with the structural / weight bearing components of the capstan. ��� �Can be mounted on the deck of a Government holdback vehicle, such as bolting to a flatbed deck (flat steel plate deck). ��� �Must be rust protected (e.g. painted with marine grade or implement paint to withstand regular outdoor use and storage). ��� �Should be of a welded steel design or similar. ��� �A drive motor is not required since the CRREL team will mount own braking system on the drive shaft. ��� �Suitable for use with 1� diameter synthetic cable. Delivery to by 1 December 2022 is required to CRREL, 72 Lyme Road, Hanover, NH 03766. Please reference the attached RFQ for instructions and applicable provisions and clauses. �The following factors shall be used to evaluate offers; ability meet the required technical specifications for the capstan, ability to meet the delivery requirements, and price.
