- Offerors are notified that the Naval Sea Systems Command (NAVSEA) Program Executive Office Unmanned and Small Combatants (PEO USC), Expeditionary Missions Program Office (PMS 408), Underwater Explosive Ordnance Disposal (EOD) is hereby issuing a competitive Request for Proposal (RFP).� Multi-Mission Underwater Breathing Apparatus (MMUBA) is a closed-circuit, mixed-gas diving system that provides capability to a variety of military diving operations in both deep and shallow water.� MMUBA�s primary employment will be to support Explosive Ordnance Disposal divers in support of the Mine Counter Measures (MCM) operations, and as a result, the UBA�s duration, control of the partial pressure of oxygen, and influence signature are important performance specifications. Due to the nature of this requirement, the prospective Offeror will need to demonstrate the required level of technical expertise. Information regarding this requirement was previously posted under presolicitation �Multi-Mission Underwater Breathing Apparatus Synopsis� of N00024-20-R-6410.� Please refer to this solicitation �Request for Proposal: MMUBA Program� with the solicitation number N00024-21-R-6410 for the most current documents and information. The provided Section J Attachments contain controlled information.� All potential Offerors seeking access to the Section J attachments must fill out and return the Terms of Use (TOU) agreement via email to the Contract Specialist, valeria.giberti.civ@us.navy.mil, and to the Contracting Officer, roy.williams22.civ@us.navy.mil.� Upon receipt and approval of the TOU agreement by the Contracting Officer, the restricted disclosure attachments will be made available in a secure manner to the Offeror. All questions should be received within twenty (20) calendar days after receipt of RFP to allow the Government adequate time to prepare and issue responses to all Offerors prior to the proposal due date.� Completed Question Submittal Forms shall be submitted via email to the Contract Specialist, valeria.giberti.civ@us.navy.mil, and to the Contracting Officer, roy.j.williams22.civ@us.navy.mil.� Any questions or comments that are submitted may be publically released. �All questions shall be submitted in accordance with the instructions found in Section L of the solicitation.
