- Description
- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract with a twelve (12) month base year to Alliant Enterprises, LLC, Grand Rapids, Michigan 49505 on a sole source basis to provide Olympus Flexible Scopes to the Department of Perioperative Medicine (DPM) at the NIH Clinical Center (CC). The purpose of this requirement is to replace the Olympus flexible scopes currently utilized in the DPM that have reached their end of life. These scopes are over 15 years old. Not only have the instruments reached their end of life, the associated technology and image quality has significantly changed over the past 15 years. The DPM currently owns Olympus towers compatible with the Olympus scopes. Therefore, using another vendors scopes would require the purchase of the vendors towers as well. In addition, there are sterile supplies associated with the Olympus scopes that are currently being used and on hand within the DPM. Furthermore, the DPM scope cleaning machine used to clean the scopes are compatible with the Olympus scopes as well as all the cleaning supplies. Alliant Enterprises, LLC is an exclusive authorized Service Disabled Veteran Small Business Partner for products sold by Olympus America, Inc. No other vendor is able to provide the scopes needed for this requirement. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
