Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract with a twelve (12) month base year to FujiFilm Sonosite, Bothell, Washington 98021 on a sole source basis to provide the Sonosite LX Ultrasound Machine for the Critical Care Medicine Department (CCMD) at the NIH Clinical Center (CC). The purpose of this procurement is to replace the outdated Sonosite Edge Ultrasound system and components that are currently used and located in the CCMD. The Sonosite LX Ultrasound System is the current state-of-art technology available that enhances the department�s ability to diagnose and provide treatment for potential life-threatening abnormalities in CCMD�s critically ill patients. The manufacturer of the Fujifilm Sonosite LX Ultrasound System offers all of the following features which are a required for this procurement: Sonosite LX includes a robust set of security features FIPS199, FIPS200, and NIST 800-53 compliant Secure boot-up Setup wizard allows administrators to configure security requirements User and role-based authentication LDAP support Complex password rules support Federal System Use notification support Emergency mode support Secure DICOM Data encryption for stored and in-transit data System-wide white-listing Hardened OS and services System firewall Sonosite offers an industry-leading, 5-year standard warranty on most ultrasound systems and Sonosite manufactured transducers to ensure your equipment is protected. Included with each Sonosite product purchase is exclusive access to the Sonosite Institute, web-based educational portal. A small footprint, rotating and extending display, and vertically adjustable control panel to gain optimal bedside access Advanced image clarity on a large, adaptable clinical display for easy viewing with clinical team members and consultation with patients Compatible/interchangeable with our redesigned family of linear, curved and phased array Sonosite transducers Cleaning Mode to improve ease of infection control between procedures There are no other manufactures who can provide all of the unique and necessary qualifications listed above for this requirement. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
