- COMBO SYNOPSIS SOLICITATION FOR COMMERCIAL ITEMS 1.� Class Code: 66 2.� NAICS Code:� 334510 3.� Subject:� One (1) optical fiber splice tool that is compatible with polarization maintaining fiber� 4.� Solicitation Number: W911QX22Q0189 5.� Set-Aside Code: N/A 6.� Response Date: 5 DAYS after Posting 7.� Place of Delivery/Performance:� United States (U.S) Army Research ����� Laboratory (ARL) ����� 2800 Powder Mill Road ����� Adelphi, MD 20783 8.� ������������������� (i)� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ������������������� (ii)� The solicitation number is W911QX22Q0189.� This acquisition is issued as an request for quotation (RFQ).� � ������������������� (iii)� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07 ������������������� (iv)� The associated NAICS code is 334510.� The small business size standard is 1250 employee standard� � ������������������� (v)�� The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable):� CLIN 0001 FFP one (1) optical fiber splice tool that is compatible with polarization maintaining fiber ������������������� (vi)� Description of requirements: The Contractor shall deliver a quantity of one (1) optical fiber splice tool that is compatible with polarization maintaining fiber C.1 Objective In an effort to conduct research to progress customer and mission related programs at the Quantum Science Branch at the Army Research Lab (ARL), requires an optical fiber splice tool that is compatible with polarization maintaining fiber. This need is in support of research in quantum science. The Contractor shall supply the aforementioned, in accordance with section C.2 of this document. The Contractor shall include all parts, equipment, material, and delivery to the operating point of use.� C.2 Requirements C.2.1 The Contractor shall deliver a quantity of one (1) optical fiber splice tool that is compatible with polarization maintaining fiber.� The required lead time for delivery is no more than 14 weeks After Receipt of Order (ARO). The delivery location shall be ARL, Adelphi, Maryland 20783.� The required one (1) optical fiber splice tool shall meet the following salient characteristics:� � ���The device shall support splicing of fiber with the following characteristics. Fiber cladding diameter 135 micron to 1200 micron; 1 micron is 1e-6 meter. Single-mode and multi-mode fiber. Polarization-maintaining (PM) fiber relying on stress elements including panda, bow-tie and elliptical core. Multi-core fiber with up to four cores arrayed in a line (1x4) or on a grid (2x2). Splice performance shall meet or exceed the following criteria for the specified fiber types. Fiber type 1: Single-mode telecommunications fiber at 1550 nanometer (nm); 1 nm is 1e-9 meter. Splice losses shall be 35 dB for all the required PM stress element types. Fiber type 2: Single-mode fiber with core diameter 30 dB for all the required PM stress element types. The device shall include elements required for fully automatic splicing including fiber analysis, actuators and algorithms. Recipes for standard telecom optical fiber shall be included. A provision for user-defined recipes shall be included. Fully manual operation shall be supported. Fiber alignment shall include a semi-automatic mode that relies on feedback from an externally supplied signal to optimize x, y and theta degrees of freedom prior to splicing. A typical source of external feedback is an end-user supplied laser power meter (e.g. Thorlabs PM100). The splicer shall support a sweep length > 4.5 millimeter (mm); 1 mm is 1e-3 meter. This permits core tapering to match fibers with dissimilar mode field diameters (MFD). The following additional features shall also be included. Splice sleeve heater. Automatic arc calibration. Automatic fiber proof testing. ������������������� (vii) Delivery is required by 14 weeks after receipt of order (ARO).� Delivery shall be made to U.S. ARL, Adelphi, MD 20783.� Acceptance shall be performed at U.S. ARL, Adelphi, MD 20783.� The FOB point is U.S. ARL, Adelphi, MD 20783.� ������������������� (viii) The provision at 52.212-1, Instructions to Offerors � Commercial, applies to this acquisition.� The following addenda have been attached to this provision: None ������������������� (ix)� The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition.� The specific evaluation criteria to be included in paragraph (a) of that provision are as follows:� The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors.� The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation.� The Technical element of the evaluation shall be based solely on information furnished by the vendor.� The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement.� If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications.� Past performance will not be evaluated.� The Contracting Officer determines that past performance need not be evaluated because the supplies being purchased are of a low complexity that past performance information would not make a substantial difference. � Price will be evaluated based on the total proposed price, including options, (if any).
