- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 13.506, with AB SciEX LLC 1201 Radio Rd Redwood City, CA 94065 USA, as the only responsible source that is for procurement �the procurement of two of their Sciex QTrap 4500 Mass Spectrometer/Shimadzu Nexera 40CX3 Series Ultra High Performance Liquid Chromatograph Systems.� This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2022-08 are incorporated. The Armed Forces Medical Examiner System (AFMES), Division of Forensic Toxicology (DFT), intends to procure a firm-fixed-price contract. The Sciex QTrap 4500 mass spectrometer/Shimadzu Nexera 40CX3 Series ultra high performance liquid chromatograph system will be used for research, method development, and production work in forensic drug testing. The LC system must be capable of providing pulse-free solvent delivery. The system must contain an oven controlled column compartment which allows for analytical separation to occur. The MS system must be capable of low level detection, fast analysis time, and data processing. The technology requires high level technical expertise to provide on-site system familiarization and support to AFMES staff. AB Sciex LLC is the Original Equipment Manufacturer (OEM) and only Sciex can satisfy the linear ion trap (LIT) requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 1,000 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
