- This is a Request for Information (RFI) synopsis for written information only. The United States Navy (USN) has a requirement to perform off-aircraft performance testing on F414 engines aboard all USN aircraft carriers and is performed on the carrier�s fantail. The Navy currently has an Engine Test Instrumentation (ETI) system to support the F414 engine with unique Test Program Sets (TPSs) using National Instruments LabVIEW 2016. The Naval Air Systems Command PMA260 Propulsion Integrated Product Team located in Lakehurst, NJ is seeking information about the capabilities of industry to provide a Commercial Off The Shelf replacement electronic throttle control system for the current F414 Engine Test Instrumentation (ETI) systems. The total inventory of 12 aircraft carrier mounted engine test cell electronic throttle control systems is planned to be replaced. RFI Information is sought from industry regarding electronic throttle control systems capabilities. Please provide the following information about any electronic throttle control systems capabilities that is a product, or combination of products, supplied by your company or organization, to other Department of Defense (DoD) or foreign military services, Navy aircraft depots or commercial industry. We are requesting the following details: A general description of your electronic throttle control system product(s), your approach for integrating your product into a common suite for use in USN ETI systems and projected lead times and rough order of magnitude development and production costs for a potential future acquisition. An overview of your approach to obsolescence management to ensure that any newly fielded electronic throttle control systems would be sustainable and supportable over a minimum life cycle of twenty (20) years. An overview of your strategy/technology for developing engine specific electronic throttle control system and your approach/ability to communicate with Navy existing National Instruments LabVIEW 2016 engine TPSs on your current electronic throttle control systems. An overview of the suitability of your existing electronic throttle control system to be operated and maintained in the Fleet intermediate maintenance level environment afloat. Please provide results of any environmental, electromagnetic interference, shock or vibration testing that your electronic throttle control system equipment has undergone. An overview of how your existing electronic throttle control system would meet DoD Cybersecurity hardening requirements and how you would implement DoD Cybersecurity hardening requirements over the life cycle of your existing or planned electronic throttle control system. An overview of your electronic throttle control system support maintenance philosophy including any maintenance manuals if available to support an organic maintenance strategy or service support agreements or Performance Based Logistics support contracts for a contractor maintenance strategy. An overview of your production capabilities to manufacture 12 electronic throttle control systems. Provided details of the manufacturing facilities and equipment and a proposed delivery schedule strategy. An overview of your electronic throttle control system concept of operations including any operator�s manual or calibration procedures for any developed or fielded systems if available. If applicable, provide information about any DoD contracts for your electronic throttle control system products and what if any data products were developed and provided to the government. Any commercial contracts or testimonials are also welcome. Please provide points of contact for any of these references. Provide information about your company/organization including a brief description of your company/organization, whether you are a small or large business, 8A status, hub zone status, veteran/women owned status and any pastor present Small Business Innovative Research (SBIR) awards related to your electronic throttle control system products or technologies. Provide any pertinent product datasheets. Provide any additional information you think would be useful to consider in this RFI. The Government WILL NOT PAY for any information received in response to this RFI nor will the Government compensate any respondent with costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend.
