Description
SYNOPSIS OF PROPOSED MODIFICATION Award Number: 73351022P0021 Modification: P00001 Contractor Name: US Export Group Contract Title: Total Addressable Market Research Program Office: Office of International Trade (OIT) Contract Specialist: Jeff Meyer Contracting Officer: Jeff Meyer Date Prepared: 7 September 2022 Purpose The purpose of this bilateral modification is to have additional research done on areas identified during the study conducted for the current requirement. This will allow the SBA to understand the total addressable market more fully for small business exports. Background Information / Timeline The initial contract was awarded on 06/27/2022. It was for a study for the SBA to deepen the understanding of small business exporting landscape and to help more effectively communicate with current and prospective exporters, both to educate them on SBA programs and services to support their global sales growth and to gather insight on how we can better serve these small businesses. It provided detailed data and analysis of small business exporting to help SBA communicate small business trade contributions to policymakers and more effectively represent small businesses in trade policy discussion and bilateral and multi-lateral trade negotiations. The ongoing research on the total addressable market of small business exporters is needed to gauge the evolving financing needs of Americas globalizing small businesses and will make recommendations based on discussions with SBA staff and selected small businesses on how the SBAs export finance product suite and export finance services could be modified to address todays small businesses export financing needs. As the next step, these recommendations will need to be detailed and operationalized. This subsequent project will accomplish that. This modification is anticipated to add $49,910.00 to the contract. C. Justification This follow-on is a logical extension of the work begun under the current contract. The contractor who performed the contract for the previous phase has knowledge and experience with the project that no other company possesses. The alternative would be to issue a new contract which, if awarded to a new vendor, could result in substantial duplication of cost to the Government.
