Description
****NOAA�s Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with Gulf of Maine Lobster Foundation Inc. (GOML).� �****The sole source determination is based on the National Oceanic and Atmospheric Administration�s (NOAA) National Marine Fisheries Service (NMFS) has a need for the support for the collection of temperature depth data from industry vessels and development of new cloud environment, eMOLT system install and workshop. The Northeast Cooperative Research Branch of the Northeast Fisheries Science Center (NEFSC) is seeking services to manage the installation of temperature-depth probe equipment on approximately 15 commercial fishing vessels for a twelve (12) month period, and oversee the transfer of the data to NEFSC servers. The requirement is a combination of labor, equipment and supplies required to record the temperature and depth while the vessels are fishing, and managing reimbursements to satellite provider companies to transfer the data. The contractor will administer the project which records and transfers oceanographic data collected on commercial fishing vessels. They will do so by a) meeting with fishermen from multiple ports in the Northeast, b) procuring equipment and supplies as needed, c) providing technicians to install the instruments on commercial fishing vessels, d) track and document all work/expenditures, and e) process invoices/billing documents (including those associated with the satellite service providers). GOMLF has been working through an interface with the satellite service providers which involved a significant amount of work dealing with transmitters and data transfer protocols. This project includes having real-time data served through the Integrated Ocean Observing Systems standards using the Environmental Research Division�s Data Access Protocol (ERDDAP) interface. The positions are �binned� to 10 minute grid cells in order to protect the privacy of the fishermen, as required by law. The GOMLF is the only known vendor that has these protocols in place, with the raw data sent via WiFi to a GOMLF cloud server when the vessel returns to within range, where it is then binned before transmitting. It takes extensive work to develop these automated systems, and the fact that the GOMLF has these in place makes their capabilities unique.� GOMLF serves a unique function because it is closely connected with many of the major fisheries associations in the Northeast. It acts as an umbrella organization over much of the fisheries-oceanography related research activity in the area, and has worked collaboratively with the industry for more nearly two decades. They also are the only known vendor that has extensive experience with the type of equipment needed to record temperature and depth data during fishing operations. Period of Performance: Base year with one option year. ***This notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can provide the service as described that fully meets the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
