Description
Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a purchase order to Midwest Lake Management for eletrofishing control box. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Midwest Lake Management is, to the USGS� knowledge, the only source who can provide the equipment with the required technical specifications. The USGS currently owns a Midwest system. Therefore, data comparability and consistency are critical for these analyses. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.101(a)(2) and FAR 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 332999, All Other Miscellaneous Fabricated Metal Products. Responses or inquiries shall only be accepted through electronic mail addressed to yangzhideng@usgs.gov and must be uploaded and received in their entirety no later than September 14, 2022 at 1200 PST. Responses submitted by hardcopy or any web portal shall not be accepted or considered. Technical Specifications: -DC output power 24000+ watts (square wave) - continuous and pulsed - up to 5500 watts continuous - output varies by duty cycle -DC output voltage 0-600 VDC at 80 A -AC output power up to 7200 watts -continuous and pulsed -AC output voltage 0-240 VAC at 30 A -Pulse Rate adjustment from 1 pps to 300 pps in 1pps increments -Duty Cycle adjustment from 1% to 100% in 1% increments -Voltage adjustment in 1 volt increments -Performs in conductivities from 40 � 3500uS -with fully configured electrofishing boat (two booms and two anode arrays) at 20-25% duty cycle -may electrofish in higher conductivities if reduce the duty cycle and anode surface area -Field proven modern electrofishing technology -automatic voltage range shifting for three ranges of voltage -system high voltage soft start electronic protection -software protection for internal circuitry and overloading -dead short detection -ability to set a voltage ceiling -digital (live) displays to notify user of overloading errors, incorrect settings, and dead shorts -data recall when unit is powered down -Independent digital metering (three small LCD displays) of peak watts, amps, volts -Monitors and displays input frequency and voltage from source generator -Auto-correction of frequency and voltage to ensure consistent output waveforms -Isolated high voltage output from safety switch circuit -Integrated safety switch continuity test function -Nine programmable electrofishing settings -able to set and recall waveform (AC or DC), duty cycle, pulse rate, and volts -Resettable fishing time -Emergency shut-down switch -Red illuminated display for night time electrofishing -Hermetically sealed / splash resistant design -Cooling via convection by oversized heat sink -Water resistant main breaker (electric hydraulic) -Three high voltage 25A external fuses (water tight and spare fuse included) -External hardware gasketed and o-ringed for splash resistance -System incorporated with rechargeable nickel metal hydride battery for data recall -One 14�x23� safety switch foot pad for dipper � 20ftcordandconnector -10ft input, 15ft output cords and connectors -10ga conductors, UV / water resistant insulation -16''x12''x11'' aluminum chassis -31lbs -Powered by commercially available 240V 60Hz generators (must have an isolated neutral) -Units may be used across various electrofishing platforms (i.e. stream barges, canoes, jon boats, rafts) -Interchangeable with other vessels at Auburn that operate the MLES system Handling, packaging and insured shipping to Auburn, AL Note: Large compatible transport case for box is to be included with the Unit
