- Description
- The Department of Health and Human Services intends to negotiate on a sole source basis with the NATIONAL COUNCIL FOR BEHAVIORAL HEALTH. Background Since the authorization of the Certified Community Behavioral Health Clinic (CCBHC) Demonstration under the Section 223 of the Protecting Access to Medicare Act (PAMA) of 2014 (Public Law 113-93), states have had the opportunity to learn about, plan for, and/or begin implementing the CCBHC model in a variety of ways. PAMA established the CCBHC Demonstration Program to improve access to and the quality of community-based behavioral health services. In 2015, as stipulated in PAMA, HHS published federal CCBHC certification criteria to serve as the basis for which states would certify community mental health services as CCBHCs. In 2016, SAMHSA awarded planning grants to 24 states to help states plan for and prepare to participate in the CCBHC Demonstration Program in the following ways: develop and certify CCBHCs, establish prospective payment systems, improve data collection and reporting, and engage stakeholders in state implementation of the CCBHC model. Of the 24 planning grant states, eight states were selected through a competitive process by CMS to participate in the Demonstration Program in 2017, and an additional 2 states were added in 2020. Some states that did not participate in the Demonstration Program continued to explore implementation of CCBHCs outside of the program. In 2018, SAMHSA launched the CCBHC-Expansion grant program, with awards made directly to community-based service providers to support the local implementation of the CCBHC model.� Currently, some states have developed a solid infrastructure for certification and implementation of CCBHCs and for prospective payment through the Medicaid Demonstration. Other states have developed some infrastructure and are interested in expanding capacity. Additional states are interested in the best way to interact with and support SAMHSA CCBHC Expansion grantees.� In some cases, states have expressed interest in the CCBHC model, but are very early in the process. This current environment provides an opportunity for states to assess what has been learned from CCBHC programs over the last few years, to network and share with each other, and to begin developing capacity for certifying and implementing CCBHCs where these don�t exist. Scope of Work The Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA) requires the service of a contractor to provide TA to States related to Certified Community Behavioral Health Clinics (CCBHCs). See attached State me of work for more details. Contract period:12 months from September 30, 2022 ,through September 29, 2023 Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. If you believe you can provide the items or services requested, all responsible sources may submit a capability statement, which shall be considered by the agency, to the Contracting Specialist, Arash Seddique, at arash.seddique@psc.hhs.gov referencing notice number HHS-OAMS-NOI-22- 75P00123Q00001�� by 12:00 P.M. on September 15, 2022. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5.
