Description: FA4608?22?Q?S011 This is a combined synopsis/solicitation for Grease Traps Maintenance commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate Request for Proposal (RFP) will not be issued. The solicitation number is FA4608-17-Q-S011 and is issued as a Request for Quotation (RFQ). This Request for Quotation (RFQ), solicitation number FA4608-22-Q-S011 in accordance with FAR Parts 12 and 13 and is in accordance with provisions and clauses effective in Federal Acquisition Circular (FAC 2022-06) as of 26 May 2022. This purchase is restricted to Small Business concerns. This NAICS code is 562998 and the size standard is 7.5 million dollars. This is a requirement for a Grease Trap Maintenance as indicated below. �Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.� Description/Purpose: The objective of service is to pump out all grease and residues from traps located at Barksdale AFB, LA; remove waste build up from trap or pit walls and all associated equipment within the pit. As well as Power wash walls with water and pump out remaining residue as required by the unique configuration of the grease trap. Please see Attachment 1, Performance Work Statement (PWS). Please provide a quote for the line items listed below. Failure to quote on all CLINs may render the quote unacceptable. and ineligible for award consideration in the absence of discussions.) INSTRUCTIONS TO OFFERORS�COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) (a) Deleted (b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. (ii) The makes, models, ages, and storage capacities of the equipment the offeror will use to perform grease trap pumping as outlined in the PWS. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. (g) Contract award. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror�s initial offer should contain the offeror�s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see FAR subpart 32.11) for the same entity. EVALUATION�COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical Acceptability and (ii) Price 1. Technical Acceptability: The government will evaluate quotes on the basis of whether or not the offer conformed to the submission instructions and minimum requirements identified in the solicitation to include completing 52.212-1(b)(1) thru (12). Vendor must submit a Technical Plan to include all information required by 52.212-1 paragraph 4. Technical Proposal Acceptable/Unacceptable Ratings Rating Description Acceptable Proposal meets the minimum requirements of the solicitation. Unacceptable Proposal does not meet the minimum requirements of the solicitation. 2. Price: The total evaluated price will include the total price of all line items. The price will be evaluated but not scored. The price evaluation will determine whether the proposed price is complete, fair and reasonable, and not unbalanced. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
