Description
The U.S. Army Corps of Engineers, New England District is issuing a set aside for certified small business contractors for the Wire Rope Replacement at Townshend Lake located in Townshend, Vermont. The NAICS code for the work described below is 238290. The project is planned to be issued in September 2022 and will be set aside for Small Businesses.� The period of performance will be approximately 150 days.� The estimated magnitude of this project is between $250,000 and $500,000. The work of this project includes replacement of the 1-inch diameter wire ropes used to hoist the flood control gates at Townshend Lake Dam. All three wire ropes, approximately 1,450 feet long for each one, need to be replaced to maintain full flood control operations. �The wire rope for gate #1 is broken. Gate hoist equipment is located on the operator floor at approximately elevation 583.00 and lower level at approximately elevation 457.00. In addition to replacing the wire ropes, the lower sheave blocks for each gate shall also be cleaned and lubricated as described in these specifications. The sequence of work shall be Gate #1, Gate #3, then Gate #2. Only one gate and wire rope shall be worked on at a time. The wire rope for one gate shall be completely installed and tested prior to beginning work on the other gates. �Coordination with the local hydropower utility will be required, however, that coordination shall be completed through the Contracting Officer�s Representative and the Townshend Lake Project Manager. Gross vehicle weight on the Service Bridge shall be limited to 16 Tons. Heavier gross vehicle weights shall require government approval and be submitted through the Contracting Officer's Representative. The gate chamber is considered a confined space. If work execution in the gate chamber has the potential to create atmospheric hazard, the gate chamber will be classified as a Permit-Required Confined Space. Any work conducted in a� Permit Required Confined Space must be completed in accordance with EM-385-1-1, Section 34, and will require training and development of a site-specific Confined Entry Plan. There is a 25-ton overhead crane available onsite for the Contractor's use, but it can only be used on the Operator Floor level (approximate elevation 583.00) as the ""operators"" block access to the lower levels. If the contractor chooses to utilize the crane, the contractor shall be required to provide load handling equipment (LHE) competent person who has been designated in writing by the employer as being certified as a Class 1 Operator and whose training included a practical, hands-on exercise component. Prior to use, the Contractor shall complete and provide certification of an annual inspection for the overhead gantry crane. Annual and Operational testing of the crane shall be in accordance with EM 385-1-1, Section 16. Please note that this solicitation is set aside for certified small businesses. This is not a request for proposals at this time; the solicitation requirements and contract documents which will include instructions for submission and the response date will be available on or about September 2022. The solicitation will only be available online; in order to view the solicitation offerors must access the System for Award Management website (www.sam.gov).
