Description

The following notice serves as a proposed contract action synopsis prepared in accordance with FAR 5.2 as supplemented with additional information included in this notice. This is a synopsis for a modification to Firm Fixed Price Contract N66604-22-P-0212 awarded on a sole source basis to L3Harris Technologies, Inc. (hereafter referred to as �L3Harris�) on 01 April 2022. The North American Industry Classification System (NAICS) Code assigned to Contract N66604-22-P-0212 is 334515; the size standard is 750 employees. Contract N66604-22-P-0212 is for AN/PLM-4 Radar Signal Simulators. The purpose of the proposed modification is to increase the option quantities and total value of the Contract. This is due to Commander, Submarine Force Atlantic (COMSUBLANT) requiring three (3) additional units to meet an urgent Electronic Warfare (EW) fleet training need. The types of supplies awarded under Contract N66604-22-P-0212 remain unchanged. For this proposed contract action, the Government intends to award on a sole source basis under the authority of 41 U.S.C. 1901, as implemented by FAR 13.501(a)(1)(ii): Only one responsible source and no other type of supplies or services will satisfy agency requirements. As established in Justification & Approval number 220212.0 approved prior to award of N66604-22-P-0212, L3Harris is the only responsible source capable of providing the supplies required. The shipping destination is Virginia Beach, VA. The modification is expected to be awarded on or around 16 September 2022. The synopsis is not a request for competitive proposals. This requirement is being posted to maximize communication with industry. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. The Government will not delay award for consideration of capability statements submitted.
