- Acquisition Description: This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07, August 10, 2022. The North American Industry Classification System (NAICS) code for this procurement is 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. The combined synopsis/solicitation number is RFQ-NIAID-2138956 and this is issued as a Request for Quotes (RFQ), under Brand Name or Equal (considered full and open competition). This requirement is NOT a set aside for small business. BRAND NAME OR EQUAL: NIAID requests responses from qualified sources capable of providing the requirements as outlined. To be considered for award, vendors of �equal� products, including �equal� products of the brand-name manufacturer, must meet the criteria for the salient characteristics of the items specified below. If providing an equal product(s), please supply descriptive data for evaluation purposes to determine the validity of how it is an EQUAL. Project Description: National Institute of Allergy and Infectious Diseases (NIAID)�s Vaccinee Research Center (VRC) (collectively �Program�) is engaged in research to better understand, treat, and ultimately prevent infectious, immunologic, and allergic diseases. Program has full bench-to-bedside capabilities that enable rapid clinical evaluation of its VRC discoveries. Program�s Vaccine Production Program (VPP) laboratory has process, formulation, and analytical development groups that oversees cGMP manufacturing at the VRC�s pilot plant. Since the VPP group is responsible for developing a scale-able GMP process, the items requested need to be standardized with what will be utilized in the VRC�s pilot plant and applicable to a GMP process and analytical standards that are used to characterize and release therapeutic and vaccine candidates to treat diseases including Covid-19 (SARS2-CoV), HIV, Influenza, Malaria, and Ebola.� Understanding these attributes are required for moving forward with a candidate to GMP manufacturing and clinical trials. The Analytical Development Department of the VPP is requesting this Peak Scientific Hydrogen Generator in support of the VPP�s Agilent 8860 Gas Chromatography. Requirements: Brand Name or Equal items: A Brand Name or Equal (full and open competition) is appropriate for the following items: Part# 64-0500; Description: Peak Scientific�s Precision Hydrogen Trace 500 Hydrogen Generator (for GC 500 cc min) Part #10-9016; Description: Water Bottle 4L We need a Hydrogen Generator and water bottle attachment that is either this exact model(s), or an ""equal"" model that is fully compatible with the Agilent 8860 GC and has comparable technical functionality.� See attachments for additional details regarding the requirements, Agilent 8860 Gas Chromatograph specification and site preparation sheet to ensure compatibility, and requirement justifications. By submitting an offer in response to this RFQ, confirms acceptance that the government terms and conditions will prevail over the award.� The award will be based factors such as the following: the capability to meet the technical requirements (brand name or equal requirement) and price. The vendor must be the manufacturer or an authorized reseller. (c) The Contracting Officer will evaluate �equal� products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer.
