Description
GENERAL INFORMATION THIS IS A Sources Sought Notice ONLY. On behalf of The US Army Garrison (USAG), Ft Detrick, MD, the Mission and Installation Contracting Command � Ft Belvoir (MICC-FB) is issuing a sources sought synopsis as a means to identify parties having an interest in and the resources to support the requirements for sustaining Ft. Detrick facilities for critical functions on heating, cooling, and water related equipment to continue running system operations/outputs. The North American Industry Classification System (NAICS) code for this requirement is 325998 � All Other Miscellaneous Chemical Product and Preparation Manufacturing, with a Small Business size standard of 500. The Product Service Code (PSC) is 6810 - Chemicals. OVERVIEW: This award will be a Firm Fixed Price (FFP) Single Award (SA) Indefinite Delivery / Indefinite Quantity (IDIQ) contract with one (1) twelve (12) month base period, and four (4) twelve (12) month ordering periods. ACQUISITION HISTORY: The previous contact for Ft Detrick Consolidated Chemical Supplies, W91QV117C0041, was competed as full and open competition, and was solicited as Unrestricted in FEDBIZOPPS.gov. The contract was awarded for one (1) twelve (12) month base year, and four (12) month option years with a Period of Performance (PoP) from 27 April 2017 to 26 April 2022. The option to extend services under FAR Clause 52.217-8 was exercised with a PoP from 27 April to 26 October 2022. The total contract value was approximately $2,500,000.00. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY. IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GOVERNMENT-WIDE POINT OF ENTRY FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. GENERAL DESCRIPTION OF EFFORT: The contractor must be able to provide products (from distributors to on-site described locations) for water treatment systems at post-wide Cooling Towers, Boilers located at multiple post-wide buildings, Water Treatment Plant, and Pools in an expedient, reliable manner to ensure availability of chemicals and to perform water testing readings of systems in order to properly maintain treatment levels for the Fort Detrick Cooling Towers, Boilers, Water Treatment Plant, and Indoor & Outdoor Pools. The contractor will perform the specified general delivery requirements, chemical supply and specific tasks that are outlined in section 2 of the attached Fort Detrick Cooling Towers, Water Treatment Plant, and Pools Statement of Work (SOW), and Technical Exhibits (TE 1-4 thru 1-8) Delivery Requirements Data. REQUIREMENTS: SEE THE ATTACHED SOURCES SOUGHT SYNOPSIS DOCUMENT FOR TECHNCAL EXHIBITS TABLES DETAILING CHEMICAL REQUIREMENT AMOUNTS THAT NEED TO BE DELIVERED ACCORDINGING TO THE SCHEDULE. TE 1-4 COOLING TOWER & BOILER CHEMICALS: The contracted chemical company must be able to provide the following supplies to Fort Detrick Cooling Towers & Boilers Post Wide in order to carry out the mission critical functions of the Fort Detrick Cooling Towers & Boilers Post Wide. Addition: 27 Micro-boilers installed during Utility Energy Savings Contract (UESC) Boiler Decentralization Project. 3 boilers located at the Barracks, Building 1532. TE 1-5 Indoor & Outdoor Pools: The contracted chemical company must be able to provide the following services to the Fort Detrick Indoor & Outdoor Pools in order to carry out the mission critical functions of the Indoor & Outdoor Pools.���� TE1-7 WATER TREATMENT PLANT: The contractor shall furnish the following chemical supplies in a timely manner in order to support the operations of the Water Treatment Plant. TE 1-8 Building 693 Cooling Tower/Boiler Chemicals: The contractor shall furnish the following chemical supplies in a timely manner in order to support the operations of the Cooling Tower and Boilers in building 693. PLACE OF PERFORMANCE: The following locations are the places where this contract will be performed. All locations are on Fort Detrick, MD, with specific street address provided. Refer to PWS section 2 for additional details. � Water Treatment Plant, 1930 North Market St. � Indoor Pool, Building 1507, 1507 Porter St. � Outdoor Pool, Building 841, 841 Sultan Drive � O&M Facility, Building 9250, 9250 Amber Meadows Drive � Micro Boiler Locations, Buildings 267, 370, 393, 516, 535, 568, 723, 810, 819, 827, 947, 1056, 1079, 1299, 1422, 1430 � Cooling Towers, Buildings 397, 693, 1301, 693, 1532, 1776.� � Boiler Locations, Barracks, Building 1532 ELIGIBILITY: All large and small businesses found under NAICS code 325998 � All Other Miscellaneous Chemical Product and Preparation Manufacturing, with a Small Business size standard of 500. In response to this sources sought, please provide: 1.� Name of the firm, point of contact, phone number, email address, Unique Entity ID (UEI) number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether or not your company manufacture the chemicals. If company is not the manufacturer, indicate whether or not your company supply chemicals manufactured by another small business. 3.� Identify whether your firm is interested in competing for this requirement as a prime contractor or not.� Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 4.� Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.� 5.� Information to help determine if the requirement is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 6.� Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 7.� Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition.� Please contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466-2269, if you believe that this action is unreasonably restricting competition.� Include the subject of the acquisition, this announcement, and the MICC POC information from the notice.� Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 8.� Recommendations to improve the approach/specifications to acquiring the identified items/services. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
