- ***NOTE***� Parties interested in responding to this RFI should email requests for the draft performance work statement (PWS) to Desire� Logan at desiree.logan@us.af.mil and Steven Kinkead at steven.kinkead@us.af.mil.� PLEASE DO NOT REQUEST ACCESS IN SAM.� Request for access should include organization name, CAGE, contact info, and DD2345 certificate number.� Organizations without a current DD2345 will not be provided access.� 1.0�� REQUEST FOR INFORMATION (RFI)� This RFI is being issued by Air Combat Command (ACC) Acquisition Management and Integration Center (AMIC) as part of its Market Research to identify available sources and capabilities, and to receive industry input regarding the Information Warfare Training and Research Environment (IWTRE) requirement. This RFI will help further define the IWTRE requirement and identify interested and capable sources that can provide IWTRE services.� This RFI is issued solely for information and planning purposes, and all information provided is subject to change.�� This RFI does not constitute a Request for Proposal (RFP) nor a commitment to issue an RFP in the future.� This RFI does not obligate the Government to contract for any service whatsoever, and all costs associated with responding to this RFI will be incurred solely at the responding party�s expense.� Further, the Air Force will not accept unsolicited proposals in response to this RFI.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.� 2.0�� SUMMARY� The purpose of this effort is to provide the United States Air Force (USAF) with an adaptive and enduring environment to support DoD assets for the employment of Information Warfare (IW) training, research and development (R&D) and experimentation. This environment will support a robust real and simulated electromagnetic spectrum (EMS) and infrastructure which promotes integrated IW training, allows for off-site manipulation of systems and contains appropriate equipment to study systems analysis of behaviors, interactions, and vulnerabilities.�� Period of Performance:� TBD, anticipate 1 base year plus 4 option years� Target award date:� 1st or 2nd Quarter FY24� 3.0�� SECURITY REQUIREMENTS�� Facility Clearance: The contractor shall have a readily accessible Secret level working space, with the capability to activate a Top Secret facility within 45 days� notice. A DD254 is required.� Employee Clearance: Contractor personnel performing work on this contract may be required to obtain and/or maintain security clearances:� Secret� Top Secret (TS) clearance to include Sensitive Compartmented Information (SCI) and/or Special Access Program (SAP)� TS clearance based on a current Single Scope Background Investigation (SSBI) or Periodic Review (PR)� 4.0�� RESPONSES� Responses will require a review of the draft PWS, which can be requested per the NOTE at the beginning of this RFI.� All interested, capable parties are requested to respond to this RFI.� Please provide your response using Attachment 1, RFI Response Form, to explain your capabilities and capacity to satisfy the requirement as described in the draft PWS.� ONLY prime contractors shall complete the above referenced form.� Please limit your response to no more than 10 pages, using an 11-point or larger font, in a Word or PDF compatible format.� Please DO NOT include any proprietary information in response to this RFI. If proprietary technology, software, processes, or similar would be used to perform any part of the service described by the draft PWS, please briefly identify the portion(s) of the service and method(s) of performance that would be proprietary.� Responses should be submitted via e-mail to Desire� Logan at desiree.logan@us.af.mil and Steven Kinkead at steven.kinkead@us.af.mil no later than 13 October 2022 at 3:00 PM EST.
