Sources Sought / Request for Information (RFI) DLA Strategic Transformation and Enterprise Project Support (STEPS) DISCLAIMER:� The sources sought is for planning purposes only and is not a request for proposal (RFP), invitation for bid (IFB), or an obligation on the part of the government to acquire any services.� Responses to the sources sought are not offers and cannot be accepted by the government to form a binding contract.� The government will determine if/how to proceed based on the results of this notice.� Companies that respond to this notice should not expect to receive feedback regarding submissions.� The government will not pay any costs incurred in response to this notice.� All costs associated with responding to the sources sought will be solely at the expense of the responding party.� The information provided in this notice is subject to change and is not binding on the government.� NOTE:� Although the government will not provide feedback or address any questions submitted by vendors in response to this notice, vendors are encouraged to submit feedback/questions as they will be evaluated and may result in changes to any future solicitation for this requirement. Responses to this notice will inform if and how a solicitation will be posted and may result in changes to the requirement based on feedback received. �POTENTIAL TIMELINE FOR NEW AWARDS: Contract(s) Award in Government fiscal year (FY) 2023. PERFORMANCE LOCATION: �Defense Logistics Agency (DLA) with primary performance at the following location: Fort Belvoir, VA. Secondary performance at other CONUS + OCONUS locations. Exact place of performance in support of DLA requirements will be specified at the time of award on individual task orders. ORGANIZATION & MISSION: DLA�s mission is to deliver readiness and lethality to the warfighter and support our nation through quality, proactive global logistics through innovative, adaptable, agile, and accountable means. DLA leans forward to address new challenges that threaten our global environment. However, today�s environment is increasingly dynamic with rapidly evolving customer requirements, natural disasters and the COVID pandemic driving additional requirements. These demands are placing an increasing strain on leadership as well as agency human and fiscal resources. To ensure that these valuable resources are focused on the most critical current and future initiatives, an objective outside look is being undertaken. This effort, with the support and involvement from the DLA senior leadership, will help:� Ensure the core function and missions of DLA are optimally aligned to support the warfighter and our nation. Establish performance goals and measures for improving and evaluating overall economy, efficiency, and effectiveness. Monitor and measure progress towards established goals and objectives.� Develop and maintain a DLA-wide strategic plan that supports ongoing business and missions, while also supporting transformation of business operations.� �DLA delivers annually over $40 billion of goods globally to all branches of the military, many federal agencies, state and local governments and multiple allied nations. It strives for high performance and customer service while managing an increasingly diverse supply chain portfolio, including pharmaceuticals, petrol, construction, and weapons system support. DLA has a culture of continuously improving enterprise-level processes, organizational structures and enabling business information technology; developing business strategies, measuring progress, and reporting performance outcomes; and augmenting organic capacity and experience in Continuous Process Improvement (CPI) methods and tools with industry enterprise-level experience. DLA has launched various transformative initiatives over the past years and have succeeded in improving service to the customers in the following ways: Provided Material availability of 89.7% Drove overall backorders down by 14% Achieved consistently low Agency cost-recovery-rate of 10-11% Increased efforts toward achieving auditability OBJECTIVE:� The purpose of new potential contract(s) is to obtain contractor support for Advisory and Assistance Services (A&AS) to support the DLA in managing and improving Strategic Transformation and other program initiatives across the DLA enterprise. Services must not include inherently governmental functions as discussed in FAR Subpart 7.5, �Inherently Governmental Functions�. SCOPE OF WORK:� Services and deliverables include two (2) Advisory and Assistance (A&AS) categories: Management & Professional Services; and Studies, Research, Analyses, and Evaluations expertise. The Contractor must provide all services, materials, supplies, equipment, travel, and project supervision, as required in connection with any task orders awarded using DLA STEPS. The primary NAICS for these services is: 541611 Administrative Management and General Management Consulting Services. While this is NOT an Information Technology (IT) contract; IT services, tools, and prototypes may be used/developed as long as it is necessary to provide a total transformational solution to meet agency needs. PURPOSE OF SOURCES SOUGHT: a. Identify sources available to provide ALL of the required commercial services listed in section 2.0 and 3.0 of the attached draft Performance Work Statement (PWS). The agency does NOT seek companies that specialize in one specific service area. It is anticipated awardees of the new contract(s) to be highly fluent in all aspects and tasks of the agency�s anticipated requirements. b. Identify whether small business sources and/or socio-economic programs represented by vendors can execute the draft PWS requirements in any of the three tiers listed in the PWS. In accordance with the draft PWS, the agency contemplates using a �tiered approach� in contract awards and work complexity; vendors are encouraged to provide input on this approach or other innovative concepts that are similar in approach. c. Vendors are encouraged to read the draft PWS attached to the sources sought in its entirety and submit any questions, concerns, or requested clarifications along with the information identified below in paragraph #7. This includes identifying any paragraphs and/or sections in the PWS which are vague or ambiguous. �Similarly, vendors that have or have had same or similar experience with this type of requirement are encouraged to include any lessons learned in their response. �Feedback on the draft PWS attached to this notice is HIGHLY encouraged. �DESCRIPTION OF INFORMATION REQUESTED:� All interested vendors must provide a capability statement that includes the following: Company name:� Other government-wide contracts/numbers available for ordering:� Socioeconomic status(es):� CAGE code:� UEI number:� Size of business relative to NAICS code 541611: Alternate NAICS code for services provided: Mailing address:� Name, telephone number, and email address for primary point of contact (POC) with the authority and knowledge to clarify responses with government representatives and can verify the demonstrated capabilities. Any questions or clarification requests regarding the requirement. Examples of direct experience as a prime contractor performing the stated work in the preceding three years � please provide the contract number, agency, the scope/value of the contract, the length of the contract, the functions you performed under the contract, and/or the role your company played. Examples of relevant non-prime experience performing the stated work in the preceding three years � please provide the contract number, agency, the scope/value of the contract, the length of the contract, the functions you did under the contract, and/or the role your company played. Identify any regulations or certifications you have or have used that are necessary to the execution of this requirement. Identify your intentions to team or subcontract any work. If you have been a subcontractor, explain your firm�s capability to manage the contract as a prime.� Does your company have the financial resources to support this effort?� Payments are typically made within 30 days of invoice acceptance and invoices are submitted in arrears.� If not, then from whom will you get your credit line?� The limit for all responses is 20 pages single-sided in Microsoft Word or Adobe PDF format with a maximum of 12-point Times New Roman font on an 8.5 x 11 page with margins of 1�. Draft PWS recommendations/changes from vendors will NOT be included in the page count listed above.� PWS recommendations may be sent to the Government through tracked changes, embedded comments, and/or a separate document with input with appropriate references to the paragraph/section in question. Interested vendors must submit their response through email to Mr. Christopher Dingle at christopher.dingle@dla.mil with �Sources Sought � STEPS� in the subject line.� Responses must be received by 9:00am EDT on September 27, 2022.� It is the vendor�s responsibility to ensure the email was received and attachments are viewable.
