- DRAFT - STATEMENT OF WORK (SOW) FOR CONSTRUCTION SERVICES PROJECT 654-19-928 REMOVE AND REPLACE R-22 HVAC UNITS VA SIERRA NEVADA HEALTH CARE SYSTEM RENO, NEVADA Contracting Officer: TBD 1. GENERAL 1.1. Provide professional construction services to remove and replace 11 existing units using R-22 refrigerant with new units as shown in the design documents. All work is to be performed at the VA Reno facility located at 975 Kirman Avenue Reno, NV 89502. 1.2. The work shall include all equipment, labor, material, testing/ certification, demolition, disposal, and new construction as demonstrated in the specifications and drawings to have a complete and fully functional system. 1.3. The Contractor shall furnish all services, materials, testing, equipment, and supervision as required in connection with this Statement of Work, Drawings and Specifications. All work will conform to the facility requirements as outlined in the drawings, specifications; and all federal, state and local requirements. 1.4. The C&A requirements do not apply, no Security Accreditation Package is required. 2. SCOPE 2.1. Contractor shall perform all work as shown in the construction documents including, but not limited to the replacement and proper disposal of the existing units, all work related to ducting, electrical, plumbing, finishes, and interface with the existing controls system. 2.2. The contractor shall phase the project per the phasing plans shown in the construction documents. 2.3. The contractor shall dispose of all refrigerants per VA, EPA, and local guidance. 2.4. The contractor shall ensure that HVAC service is not interrupted beyond what is described in the phasing plans in the drawings. The contractor shall provide temporary cooling for unit G-CH1 that serves the CT rooms. 2.5. Contractor will ensure that the controls for the new units can connect and integrate with the existing Johnson Controls system in use. Installation shall comply with JCI FAN 410. 2.6. Contractor shall visit the site prior to the start of construction to verify existing site conditions and identify potential conflicts. 2.7. Work is to be performed during normal work hours Monday Friday between the hours of 7:30am and 4pm, excluding Federal holidays. After hours work may be required during work phases that generate high levels of noise/vibrations or produce noxious fumes that cannot be contained to the work area. The proposed work shall be performed to cause minimal disruption to VA staff and patients. Any after-hours work will be agreed upon with the Contracting Officer s Representative (COR) prior to the work commencing. 2.8. No utility shutdowns will be allowed without proper prior coordination with the medical center. Minor utility shutdowns (those which in no way impact patient care activities) are to be scheduled no less than 72 hours in advance of the planned shutdown. Major utility shutdowns (those which do impact patient care activities) are to be formally requested no less than 21 days in advance of the requested shutdown. 2.9. Appropriate Interim Life Safety Measures (exits, etc.) and Infection Control Risk Assessments must be considered, to include providing safe passage to patients by Page 3 of 4 removing all materials and hazards at the end of each shift. No work will be allowed to occur anywhere within the facility until an Infection Control Risk Assessment (ICRA) form has been completed and all work activities required by the completed ICRA have been implemented including, but not limited to construction of dust barriers and installation of HEPA filters. The hospital side of job access points must be kept pristine; use of sticky mats, continual sweeping/mopping, and other appropriate measures to keep facility areas clean are to be provided by the contractor as needed. Exterior doors shall not be propped open, even if they are within a locked construction yard. Open exterior doors provide ingress to the hospital for insects, pigeons, and unauthorized personnel. 2.10. Work area shall be cleaned prior to leaving the site. Any hazards shall be identified, and risk properly mitigated to allow normal access through the corridor during regular hours. 2.11. COR Notification: No contractor is permitted to perform on-site contract work without COR knowledge. 2.12. There is limited space available for the contractor to use as a staging location. Unless otherwise noted in the contract drawings or specifications, all staging of equipment and materials is to occur within the boundaries of the limits of construction shown on the contract documents. Coordination for street use for dumpsters, storage containers, or office trailers is between the contractor and the City of Reno. 2.13. The contractor shall ensure that their personnel comply with all VASNHCS policies to include but is not limited to: 2.14. Parking in the appropriate/authorized spaces, with special consideration to ensure that they are not parking in veteran/patient spaces. (Parking is only available on the 2nd deck of the two-story parking garage off Belli Drive, the five-story parking garage south of the two-story parking garage, or on the streets surrounding the hospital.) 2.15. No tobacco (not authorized on any part of the hospital property) 2.16. Also, note that if the COVID-19 pandemic is still ongoing, the contractor and their employees must check-in with the screeners located at the front entrance daily to be assessed on their health to protect the staff and patients. The contractor and their employees will be provided a face mask (non-valved) by hospital staff to be worn throughout the duration of their time on hospital grounds. 2.17. If the contractor(s) are not feeling well, has been around someone who has tested positive for COVID within the seven days prior to service, or is awaiting a COVID test result, immediately contact the COR to reschedule the work. 2.18. VASNHCS may demand that the contractor remove any person(s) who pose a threat to the health, safety, or security of the hospital, employees, or patients. 3. ADMINISTRATIVE 3.1. Schedule. It is the intent of the Reno VA that the work is to be completed within 180 days from the issuance of the Notice to Proceed. Scheduling will be coordinated to make the most efficient use of time with concurrent projects in the same area. Work will be conducted during normal business hours (7:30 am 4:00 pm) except for work that will cause disruption to hospital operations and area outlined in the phasing plan in the drawings. 3.2. Proposal. The Contractor shall thoroughly review the scope, all attachments and specifications prior to submitting their proposal. The proposal shall be prepared to reflect all work required to provide a complete system. The contractor s proposal will list the breakdown of all materials and labor and time required to complete the above-mentioned work. Onsite job walk prior to bid is highly recommended.
