- This Request for Information (RFI) is issued by the United States Coast Guard (USCG) for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. No contract award will be made based on any responses to this notice. The Government is not responsible for any costs associated with providing information in response to this RFI and no reimbursement will be made for any cost associated with effort expended in responding to this notice. Submission of proprietary information is not requested and respondents shall refrain to the maximum extent practical from providing proprietary information in response to this RFI. If respondents volunteer to provide proprietary information, clearly mark such proprietary information appropriately and separate it from the unrestricted information as an appendix. Responses to this RFI must be received no later than 4:00 PM, Eastern Time (ET) on Tuesday, September 20th, 2022. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. Background and Purpose The USCG seeks to identify potential sources for the procurement of the required electrical equipment and services in support of the active production line of 270� Medium Endurance Cutter (WMEC) Service Life Extension Program (SLEP) cutters. The equipment identified in the attached Statement of Work (SOW) and Technical Specifications, is a custom Design to Order (DTO) configuration for the 270� WMECs developed by Caterpillar as the Original Equipment Manufacturer (OEM). This equipment is part of an integrated system design solution that was developed through a previous open competition contract and is currently installed on the USCGC SENECA and the USCGC HARRIET LANE. A third procurement is under contract for the USCGC SPENCER. As part of the integrated design solution, the USCG requires the following equipment and services per hull: 1) Deliver Caterpillar OEM equipment � including two (2) 270 WMEC Ships Service Diesel Generator (SSDG) Installation Kits (Caterpillar P/N 610-2510) and one (1) 270 WMEC Emergency Diesel Generator (EDG) Installation Kit (Caterpillar P/N 627-2225). a. Complete OEM factory and Quality Conformance (QC) testing on each installation kit. b. Provide OEM Certification, Warranty and QC Test Reports for each installation kit. 2) Provide Caterpillar OEM qualified Technical Services � to safely light off and commission the 270� WMEC diesel generator sets and successfully provide full power to the cutter. 3) Provide Caterpillar OEM certified Onboard Training � to adequately educate and prepare the cutter�s crew for safe operation of newly installed generator sets. 4) Deliver an On-Board Repair Parts (OBRP) Kit (Caterpillar P/N OBRP-270) � to ensure the cutter has all required repair parts available to support an operational deployment. The Government intends to solicit and award one firm-fixed price contract to Caterpillar Defense, the Original Equipment Manufacturer (OEM), however companies that have the capability to provide the required part numbers and services may submit their capabilities which the Agency will consider. Companies that respond to this notice must fully demonstrate a bona fide capability to meet the requirements. Requested Feedback from Industry The following requested information is intended to increase the U.S. Coast Guard�s understanding of the potential sources that are able to provide the required equipment and services. The Request For Proposal (RFP) is the only document that should be relied upon in determining the U.S. Coast Guard�s official requirements. In response to this RFI, Companies that believe they have the capability to provide the equipment and services required, please provide the following information. REQUESTED INFORMATION: 1. A capability statement detailing the company�s ability to deliver all required equipment (and part numbers as specified) by April 1, 2024, and follow-on deliveries at up to two (2) sets per year for up to six (6) years. Include previous contract information where these parts have been provided to the Government and/or commercial customers. 2. A capability statement detailing the company�s ability to provide 270� WMEC shipboard technical service support and training for the required generator set installation kits. Include previous contract information where these services have been provided to the Government and/or commercial customers. 3. A description of your experience demonstrating your ability to partner with other Government entities and their contractors, while maintaining technical, schedule, and cost constraints of the contract. 4. A statement describing the biggest challenges your company would face in trying to perform this requirement.
