Description
Q1. Performance period 45 days from NTP is tight especially for materials procurement. Does this solicitation have any liquidated damages or similar penalties? A1. No to liquidated damages or similar penalties.  We understand today s supply chain issues and will need to work with the awardee on what is possible for materials procurement timelines. Please submit a completion estimate with quote. Q2. Is the intention to get the work done by May 1, 2023, when staff starts using it for the season? A2. That is our intention.  With Wyoming that can often depend on the weather too.  Ideally, we would like to have the new system installed at the beginning of the irrigation season so that the water is on and both us and the vendor can test the operation of the new control system.  Realize that the timing may be impacted by the material availability issues referenced in #1 above.  The system is usually shut off and blowout starts around mid Sep.  We would want the control system demonstrated with the water on before we would accept it.  The push for May is also driven by the fact that it is almost impossible for us to get new decoders for our current system and with our supply exhausted and we are looking at potentially having to turn off parts of our irrigation system next summer if we do not have the new control system installed. Q3. Is this a 100% small business set aside, or is there any SDVOSB or VOSB requirement? A3. This requirement is unrestricted. Q4. Is there a locked storage room or similar on site to store the received materials?  A4. Yes, we do have a secure storage area for materials Q5. Will contractor be allowed to invoice monthly for received and stored materials?  A5. Yes, invoicing for materials received here would be acceptable. Q6. Only 500 feet of new wire is on the bill of goods. Does the VA staff know that the rest of the wire is at least functional?  A6. Yes, the vast majority of the wire in the current system is functional.  The 500 feet is our best estimate to allow for any minor replacement or relocations that would require additional wire.
