- Questions & Answers Real Time Location System (RTLS) The VA National Standard RTLS solution requires software and services from multiple vendors however the Price/Cost Schedule only includes one CLIN for software and one CLIN for services. As a small business it would be a benefit to have the ability to invoice for products and services as they occur. Will the government allow us to create sub CLINs under the 6 existing CLINs to better delineate and invoice for the products and services required for delivery? You can add CLINs to show your offering? You can add CLINs to show your solution Will the government consider adding Infor CLINs? Or, based on the response to question #1, accept sub CLINs for Infor CLINs? See question 1 response Based on PWS section 6.2.7.1, it appears the government is looking for optional service hours however there is no CLIN for service hours in the Price/Cost Schedule (B.3). Would the government add an optional CLIN? Required items shall have OEM warranty which will allow for support. A service plan will follow prior to expiration of OEM s warranty The government states that price and other factors will be considered; however also says the following factors shall be used to evaluate offers: Lowest Price Technically Acceptable (LPTA). Will the government consider best value as the evaluation factor based on the size and complexity of the solution and its delivery within VISN 16? This is Lowest Price Technically Acceptable (LPTA) Price is one factor, Technical is the other factor- has the required brand (hardware) and required brand software offered. Best value will not be used.
