- DHS, OPS, COD is pursuing a Task Order to continue Operations and Maintenace (O&M) on�the existing Special Events Assessment Rating (SEAR) application (SEAR) Tool to include�technical support, development, and program management services. . Subsequently, this�requirement would enable code development, testing, and deployment to permit full and continued functionality of the SEAR Application. The SEAR Application enables the DHS OPS�Special Events Program (SEP) to interface with Federal, State, and Local officials to voluntarily�submit special events for a risk assessment. OPS applies a risk-based methodology to all�submitted events and assigns them a SEAR rating. This methodology considers the threat,�vulnerability, and consequences for each event.
