Description
The GVSC Occupant Protection Laboratory (OPL) conducts in-house laboratory tests and off-site live fire test and evaluation tests in support of fielding technologies to reduce the injuries to soldiers during blast and crash events in Army ground vehicle systems. The OPL conducts these tests with the use of a Data Acquisition System (DAS) within their Anthropomorphic Test Devices (ATDs) to record the injury data from the test events. The OPL must maintain, repair, replace parts, and calibrate these DAS systems yearly to ensure they are functioning within the designed specifications and to ensure it is collecting data accurately.�The objective is for the contractor to provide technical support, repairs, calibration, and procurement of OPL's ATD DAS systems and components, as well as development and fabrication of replacement parts.�The contractor shall repair and calibrate the ATD DAS and all its components to ensure they are performing according to accepted standards (SAEJ211, ISO 6487, ISO 17025) and is recording data accurately. The contractor shall provide calibration services for the OPLs ATD DAS system and its components. The calibration shall include: Visual Inspection of Component: The contractor shall visually inspect each component to identify any deficiencies or abnormalities. Signal Amplitude Linearity Test: The contractor shall test the linearity of the signals of each component and certify the signal output is within the standard (ISO 6487). System Time Base and Event Timing Test: The contractor shall validate the event timing of each component is in sync and functioning correctly. Anti-alias Filter Validation: The contractor shall validate the anti-alias filter of each component is functioning correctly and within the standard (SAE J211). Excitation Accuracy and Overload Protection Test: The contractor shall test each component to ensure the component is protected from overload. Update Internal Calibration Factors: The contractor shall update the internal calibration factors of each component to ensure the component is functioning correctly. The contractor shall identify any components or components that do not pass the tests listed above and notify the Government of such results. The contractor shall also recommend to the Government replacement parts or procedures to correct these deficiencies.��The contractor shall provide fabrication services of specific components as requested by the COR and provide COR updated part number.�number. �The contractor shall provide commercially available and non-standard calibration services for the OPL's ATD DAS Systems and components, instrumentation, and support equipment. If the qualification or calibration standard utilized changes, the contractor shall notify the COR of the new standard in writing no later than three (3) business after calibration standard change. If non-standard calibration services are required, the COR must approve. The contractor shall identify the type of calibration performed for instrumentation. The contractor shall ensure the standards are traceable to the Syst\'e8me International dUnit\'e9s (International System of Units) verifiable with an organization such as the National Institute of Standards and Technology (NIST). Repair Services for DAS Systems, Components, Instrumentation, Calibration and Support Equipment The contractor shall provide repair services for the OPL's DAS system, its instrumentation, and support equipment. Upon COR approval, the contractor shall provide repair services to modified, or custom-manufactured ATDs, ATD components, instrumentation and calibration, test, or support equipment. The contractor shall notify the COR within two (2) business days of receipt of any item shipped to the contractor for repair. The contractor shall hold a Start of Work Meeting (SOWM) two days prior to the start of work on all tasks specified in the individual task order.��The contractor shall compile the results of the component calibration into a Calibration Report for each of the components being calibrated IAW CDRL A001. The Calibration Report shall contain the test data from each of the tests that was conducted as well as the criteria for the test and the result of the test (Pass/Fail). Contractor format is acceptable for this deliverable.
