- Description
- The Department of Energy/Western Area Power Administration (WAPA) intends to negotiate on a single source basis with TQS Integration, under the authority of FAR 13.106-1(b)(1), soliciting from a Single Source, to perform Pi Historian System Consultation Services. The Department of Energy (DOE)/Western Area Power Administration (WAPA), Headquarters (HQ) has a brand name requirement to purchase consulting support for deployment of advanced features of the Aveva (OSISoft) PI (Plant Information) software. The Aveva PI Historian software is currently used by three (3) WAPA regions and it will be adding a fourth. Specifically, this acquisition is for the creation of AF (Asset Framework) structures through an automatic method using SQL or API calls to an OSI Monarch EMS SCADA system. WAPA is seeking the development of an AF structure in PI Historian that is automatically created and maintained leveraging the existing data from within the SCADA system, and automatically updating data in the structure based on the assets that are within SCADA. The asset structure and connection information can be obtained from the existing power flow model. The AF structure will leverage the use of templates for each of the asset types. Interested parties that believe they could satisfy the requirements listed above for WAPA may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. The Government intends to acquire these consulting services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code is 541512 Computer Systems - Design Systems with a Size Standard of $30.0 million. The base period of performance is for up to six (6) months, beginning September 26, 2022. This notice of intent is not a competitive Request for Quotation (RFQ). No solicitation package will be publicly issued. In accordance with FAR 5.207, all responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. If WAPA identifies no other capable sources by September 22, 2022, WAPA will issue a firm-fixed price purchase order on or about September 26, 2022 to TQS Integration. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement.
