- NOTICE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Any information or responses received may be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. Companies interested in subcontracting opportunities should contact NGSC directly DESCRIPTION The Naval Sea Systems Command intends to solicit Northrop Grumman Systems Corporation (NGSC), 925 South Oyster Bay Road, Bethpage, New York 11714-3582, for the procurement of Littoral Combat Ship Mission Module (LCS MM) Development, Engineering, Production and Sustainment (DEPS) hardware, to include support containers and support equipment, and associated engineering, developmental design, in-service engineering agent and sustainment, and logistic support efforts. This is a follow-on effort under contract # N00024-17-C-6311.� The anticipated award date is 16 March 2023. As the lead incumbent of LCS MM DEPS hardware under the current LCS MM DEPS contract, NGSC is the only known source with the requisite knowledge and expertise to provide the highly specialized supplies and services to meet the Navy�s need for installation, integration and delivery of LCS MM DEPS hardware without unacceptable delay.� This includes production units, as well as the support necessary to execute the engineering support services tasks and management of the design and development of the production hardware for the mission packages. The statutory authority for this procurement is 10 U.S.C. 3204 (d)(1)(B)(ii), as implemented by FAR 6.302-1(a)(2)(ii)(B) and (iii)(B), supplies and services are available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements. Per FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
