Description
The contractor shall furnish all labor, materials, supplies, tools and equipment necessary to establish the project boundary line by clearing all undergrowth at a minimum of three (3) feet wide so that monuments, posts, and Carsonite posts are plainly visible at Clarence J. Brown Dam and Reservoir, as specified in the Specifications contained herein. Location: U.S. Army Corps of Engineers Clarence J Brown Dam and Reservoir 2630 Croft Road Springfield, OH 45503 937-325-2411 This procurement is 100% set-aside for Small Business, NAICS 561730 (Size Standard $8,500,000). Method of Payment under this contract will be Electronic Funds Transfer (EFT) to a commercial bank account specified by the Contractor. One award will be made from this Solicitation. The contract award will be based on Lowest Price to the Government, and result in a Firm Fixed Price contract. Quotes are due no later than 22 September 2022, at 10:00 AM Eastern Time. For contractual questions, please contact Alex Hamilton at (502) 315-6252 or by e-mail at alex.j.hamilton@usace.army.mil Completion Date: Work under this contract will begin within 10 calendar days of Notice to Proceed (NTP) and complete within 90 calendar days after receiving NTP. All contractors must be registered in the System for Award Management (www.SAM.gov) prior to submitting a quote. All proposed contractors are highly encouraged to review FAR Clause 52.232-33 Payments by Electronic Funds Transfer � System for Award Management, which indicates �All payments by the Government under this contract shall be made by electronic funds transfer (EFT).� Those not currently registered can obtain registration by going to the website http://www.SAM.gov. ALERT: Effective June 29, 2018 vendors creating or updating their registration can have their registration activated prior to the approval of the required notarized letter. However, the signed copy of the notarized letter must be sent to the GSA Federal Service Desk (FSD) within 30 days of activation or the vendor risks no longer being active in SAM. Vendors can check whether an account is active by performing a query by their CAGE or Unique Entity Identifier (known as DUNS). You must submit a notarized letter appointing the authorized Entity Administrator before your registration will be activated. This requirement now applies to both new and existing entities. Effective 29 April 2018, the notarized letter process is now mandatory on all CURRENT registrants at SAM who have a requirement to update data on their SAM record. The notarized letter is mandatory and is required before the GSA Federal Service Desk (FSD) will activate the entity's registration. The new registration process may now take several weeks, so vendors are highly encouraged to begin registering as soon as possible to avoid any possible delays in future contract awards. Remember, there is no cost to use SAM. To find out additional information about the changes of the SAM registration process, contractors should visit the Frequently Asked Questions (FAQ) link located at the top of the SAM homepage (www.sam.gov). PLEASE NOTE: SAM is completely free of charge for both registrants and users. All inquiries and correspondence concerning this solicitation shall be directed to the email listed above. __________________________________________________________________________ USACE - Louisville District responds to Contractor's inquiry as follows: INQUIRY: Has the boundary lines/survey already been established and monumented per Ohio Administrative Code 4733-37 or is a boundary survey part of the scope of work required for this project?�� If the boundary survey is completed already, is that plat of survey available for review? USACE RESPONSE:� The boundary line has been surveyed and the boundary monuments can be used as guides. The contractor must be aware of where the line is as not to perform contract actions on any other properties other than Clarence J Brown Project property. The original boundary maps can be used as For Reference Only and will be uploaded to this solicitation posting on Monday, 19 September 2022. These boundary maps will be attached as a reference to assisting in providing a quote. The maps will not be incorporated as part of the contract. A Site Visit has been scheduled for Tuesday, 20 September 2022 from 1PM - 3 PM ET.
