15 September 2022 - Changes Summary: 1.)� Added a Questions and Answers dated 15 SEP 2022 to the attachments section. 2.)� Attached a revised Statement of Work (SOW) dated 15 SEP 2022. The revised SOW includes a correction of the government lodging rate in the Kansas City area to $123.00. ---- No other changes. ---- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is posted in anticipation of FY23 funding under Short of Award Authority. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07. The associated North American Industrial Classification System (NAICS) code for this procurement is: 721110 - Hotels (except Casino Hotels) and Motels with a size standard of $35,000,000.00. The Federal Product/Service Code is V231 � Transportation/Travel/Relocation � Travel/Lodging/Recruitment Lodging, Hotel/Motel. Only qualified vendors may submit a quote. The Yellow Ribbon Event Venue commercial services requested are in accordance with the attachment: �B8 � Statement of Work.�� The CLIN structure and detailed requirements include the following: CLIN 0001: One (1) Meeting Room - Yellow Ribbon General Session.��Must have 24 hour hold 5-6 NOV 2022. Set up classroom style with tablecloths, pads of paper and pens. Seating for 600 people. Podium in center front of room. Coffee--regular house blend, no decaf (from 7:30-10:00 am & 1:00-3:00 pm) with cups and Water dispenser stations with ice and glassware at the back of the room and large trash cans. Outside meeting room three 6� tables with two chairs per table and tablecloths/draped, for registration on 5-6 NOV at 6:00 am � 4:30 pm. A/V requirements: A/V cart with power and power strip, two large projector screens and two connected projectors, two microphones set up (cordless handheld) with speakers or tie in to house sound including necessary cables. Strong Wi-Fi access with password or secure lines for 10 people (if Wi-Fi isn�t strong enough secure lines will be required). CLIN 0002: One (1) Breakout Session Meeting Room.��Must have 24 hour hold 5-6 NOV 2022. Set up classroom style with tablecloths, pads of paper and pens. Seating for 300 people. Podium in center front of room. Coffee--regular house blend, no decaf (from 1:00-3:00 pm on Saturday 5 NOV and 7:30-10:00 am on Sunday 6 NOV) with cups and Water dispenser stations with ice and glassware at the back of the room and large trash cans. A/V requirements: A/V cart with power and power strip, two large projector screens and two connected projectors, two microphones set up (cordless handheld) with speakers or tie in to house sound including necessary cables. CLIN 0003: One Meeting Room - Yellow Ribbon HQ.�Must have 24 hour hold 5-6 NOV 2022 with access to Yellow Ribbon Staff by 1:00 pm on Friday, 4 NOV to 4:30 pm on Sunday, 6 NOV. Conference/Rectangle table draped, not skirted with minimum of 8 chairs. Two 6� tables with two chairs per table. Locking capabilities with 5 keys for staff. Must be on same floor as the briefing rooms. Water dispenser station with ice and glassware and large trash can. A/V requirements: strong Wi-Fi access with password or secure lines for 10 people (if Wi-Fi isn�t strong enough secure lines will be required. CLIN 0004: One Meeting Room � Counseling Room.��Must have 24 hour hold 5-6 NOV 2022. Room set with one round table with tablecloth. Pads of paper and pens. Room to seat 6 people. Lodging rooms may be used for counseling rooms, however must have beds removed. If using lodging rooms, will need 3 keys for staff. Water dispenser station with ice and plastic cups and large trash can. CLIN 0005: Two Rooms Connected - Childcare (Ages 0-1 and 2-5).��Must have 24 hour hold 5-6 NOV 2022. Must have option to have panel wall partially opened or closed for easy access between rooms. One table with two chairs for registration set up outside each room. Locking capabilities with 2 keys for staff. Each room set with one round table with 10 chairs. Suitable for 20 children per room (federal law requires 35 square feet per child). Alternatively, may use one large room suitable for 40 children. Mini refrigerator provided in room. Water dispenser stations with plastic cups and large trash can. CLIN 0006: Two Rooms - Youth Activities (Ages 6-12 and 13-17).��Must have 24 hour hold 5-6 NOV 2022. One table with two chairs for registration set up outside each room. Locking capabilities with 2 keys for staff. Rooms set with two round tables with 10 chairs. Room contain open space for circle group work. Room suitable for 30 youth (federal law requires 35 square feet per child). Alternatively, may use one large room suitable for 60 youth. Water dispenser station with plastic cups and large trash can. CLIN 0007: One Room for DEERS (Defense Enrollment Eligibility Reporting System).� Room set with three 6� tables with two chairs per table. Two hardwired phone lines. Two hardwired internet lines with no firewall. Wi-Fi cannot be used for the DEERS computer system. Must be lockable/securable with three keys for staff for this room. CLIN 0008: One (1) Vendor/Exhibitor Space.��It can be a room or an open foyer area. Set with twenty (20) 6� tables with 2 chairs per table for vendors displays. The tables shall be dressed with tablecloths/draped. CLIN 0009: Additional Support Items: Parking for Yellow Ribbon staff and attendees at no additional charge. The Contractor shall provide 10 display stands/easels for Yellow Ribbon signage. Contract awardee hotel personnel (to include subcontractors if applicable) may be required to attend a 30-minute Security Brief before the event (teleconference or in person). Audio/Visual: WiFi with a strong password or secure lines for five people on Friday, 4 Nov 2022 and ten people on Saturday through Sunday, 5-6 Nov 2022. CLIN 0010: Room Block Lodging.� This is anticipated to be an unpriced CLIN (Not Separately Priced). Requesting a room block of 450 total lodging room nights: 150 rooms for Friday, 04 November 2022 and 300 rooms for Saturday, 05 November 2022.� Contracted lodging room block titled �Yellow Ribbon.� The cost of the actual lodging room nights will not be paid on this contract, but rather by the individual service members on Defense Travel System (DTS) orders. If offeror fails to fully demonstrate Quoted items meet the specifications, they shall be considered not acceptable or non-responsive.� The MOARNG requests that quotes remain valid for at least 30 days after the closing date of the combined synopsis/solicitation. Basis of Award: Price Only, after demonstrating the proposed items meet or exceed the salient characteristics as stated in the attachment �B8 - Statement of Work�� Evaluation price will be determined by calculating the total cost of the lodging rooms blocks, meeting rooms, A/V support, and light refreshments. Award Type: will be a firm-fixed price purchase order for the meeting room spaces, A/V support, and light refreshments only. The Missouri National Guard reserves the right to look at past performance, references, and SBA certificate of competency before finding technically acceptable.
