Description
The action resulting from this opportunity will be a Firm Fixed Price (FFP) Purchase Order.� The purpose of this requirement is to mitigate impacts to key tenant units aboard MCB Quantico during upcoming electrical outages.� Interested parties shall review the attached Combined Synopsis/Solicitation and SALIENT CHARACTERISTICS. Additional Information: For the exchange housing, Geiger hill housing, and exchange barracks locations (1,2,3 on the RFP or 1,2,4 on the map) will have transfer switches installed by Turner VA for the generators/transformers to connect to. For the Geiger Hill housing location near B2077 space will need to be coned off in the parking lot preferably by the roads and grounds shop prior to generator delivery on 30 September. B2045, B2043, and the 3 locations at the waste water plant labeled 9a, 9b, 9c in the RFP or 9,10,11 on the attached map can be connected to the generator to avoid needing to complete a separate outage to do the connections at the ATS. The generator at B2045 was listed in the RFP as 480V but the nameplate is listed as 208V. The name plate is attached. B2043 was listed as needing 210 kW of power in the RFP this requirement is actually for 150kW generator and a 60kW generator and the name plates for those are attached. These generators are also at 208V vice the RFP states 480V. For the discussion as to whether or not the generators will need to be disconnected and reconnected every morning and evening, the generators that will have a transfer switch (Location 1,2,3 on the RFP and 1,2,4 on the map) and those that will have an ATS in the system (Location 7, 8, 9a, 9b, 9c) that can be used as the isolation point there is no need to disconnect the generators overnight which comes at an additional expense that Public Works Department does not have the manpower to provide. In the event that the generators are needed overnight they would then be used in an emergency capacity. B2074, B3076, and McHugh Woods will need to be disconnected and reconnected each day before the primary feeders are reenergized. This can be accomplished by either Turner or the rental company but the preference would be the rental company for cost saving reasons. Questions and Answers addressed: *Answers are ver batum from the requiring activity as they pertain to the following questions* 1.� Will each generator need a berm? 1)�Depending on the price berms may be nice to have. ����� 2. Can a vendor provide a quote with an Electrical Contractor to provide the set up labor, or is that on your side?� 2) If they are providing their own electrical contractor in the quote I do not see a problem with that. 3.� Are all of the transformers already on site, or is that part of the quote as well?������ 3) The step up transformers will need to be included in the quote ������� 4. Location 4, 6, 7, 8, 9A, 9B, and 9c:� no transformer is requested, but is referenced in the removal. Please advise. 4) If generation can be provided at 480V to be compatible with the existing connection point then no transformer is required. ������� 5.�Locations 1-6 will be a 4 week rental time, including the requested transformers? 5) That is correct. ������� 6.�For locations 7-9C:� is the delivery date on 10/12, or the start date?�For locations 1-6, is 9/30 the delivery date, or the start date? 6) The 12th is the drop off date they are being delivered early to allow for installation and testing to occur prior to them being needed on the 15th
