- *****Update: September 15, 2022 - as a clarification to offerors, submitted proposals must include pricing for the seed project delivery order as outlined in the seed project scope of work, to include the Equipment List, Period of Performance and delivery�provided on page 12 of the solicitation.***** *****Update: September 2, 2022 � Amendment 0001 has been included to provide Government responses to all Requests for Information (RFI) during the RFI period and to update the Instructions to Offerors section of the solicitation***** The U.S. Army Corps of Engineers Detroit District is seeking contractors for the The U.S. Army Corps of Engineers Detroit District is seeking contractors for the�Sault Ste. Marie Project Office Operations & Maintenance Equipment Rental project. The United States Army Corps of Engineers (USACE) Detroit District (LRE) requires contractor furnished rental equipment within the Soo Area Office (SAO) area of responsibility. Rental equipment will be used for various work projects and shall be operated by Government employees. Technical Requirements: The US Army Corps of Engineers (USACE) has the need for various construction-related equipment and scaffolding systems. The contract will include delivery and pickup of the equipment. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, maintenance, routine services and repairs associated with any equipment being leased to the Government under this contract. All necessary services/maintenance is the sole responsibility of the contractor and will not be furnished by the Government. The contractor shall deliver supplies that conform to the standards in the Scope of Work (SOW). There is also a need for regular servicing of equipment throughout the duration of the rental. Any routine equipment maintenance or any repairs required shall be furnished and installed by a qualified person supplied by the contractor. Daily equipment checks (supplied with equipment) will be completed by the Government Operator. Any deficiencies noted will be promptly reported to the contractor who will have six (6) hours from the time of notification to correct the deficiency to include nights, weekends, and federal holidays. If the nonoperational equipment cannot be repaired within 24 hours, the contractor shall be required to replace the equipment in kind within 36 hours of the initial notification. Emergency contact number shall be provided to the government representative for each delivery order. The Period of Performance shall be for one (1) base year of 12 months and four (4) 12-month option years. The contractor will be expected to provide equipment familiarization to the government operators by a qualified individual for each type of equipment. Rental rates will be based on rental start and rental release dates. Participating users shall be billed as determined by each delivery order; hourly, daily, weekly and monthly (4-week basis) as defined as follows: Hourly: Sixty (60) minutes; Daily: Eight (8) hour workday; Weekly: Five working days (40 hours); Monthly: Four Weeks (20 working days-160 hours). It is anticipated that this requirement will be billed at a monthly rate for rental equipment and pro-rated to a weekly rate if not needed for a complete month. Supplemental information will be provided at the delivery order level pertaining to the requirements of each individual delivery order. For a detailed overview of the requirement, please reference and review the attached solicitation, which includes the Scope of Work (SOW). The initial delivery order of of this IDIQ contract is anticipated to be awarded simultaneously with the award of the IDIQ contract. The SOW for the initial delivery order is located in the attached solicitation. General Information: The North American Industrial Classification System (NAICS) code is�532412, Construction, Mining, and Forestry Machinery and Equipment Rental and Leasing, which has a small business size standard of $35.0 million. This Request for Proposal (RFP) is issued as an unrestricted firm-fixed price contract. The solicitation package materials and any applicable attachments to the anticipated solicitation will be available only electronically and via sam.gov.� Hard copy documents will not be supplied by the Government to any interested parties as a result of this solicitation.� Please sign and acknowledge any amendment(s) that may be issued with this solicitation and submit it along with your offer by the stated due date and time in the solicitation. Please note that the Government will not be maintaining an interested vendors list during the solicitation period.
