- RFI #1 660-22-116 Underground Fuel Storage Tank Removal, Disposal of and Remediation Q1. It is stated that all the work must be completed within 30 days. That is not possible given the requested work to be performed. Is that a typo? R1. Based on the deliverable schedule provided below the project has a 9-month period of performance. It states that a Corrective Act Plan (CAP) be completed, typically a CAP is not submitted until the impacts have been fully defined per the Utah LUST program requirements. The impacts at this site have not been defined vertically, the Utah LUST group may request more investigation? R2. The VA received a Corrective Action Plan Requirements Letter from the Utah DERR, dated August 30, 2021. This letter states that a Correction Action Plan (CAP) must be provided to the DERR for approval. The CAP must follow the guidance and format provided in DERR s GAP Guide, and any abatement or cleanup activities at the site must be performed by a Utah-certified UST Consultant. Based on this correspondence with the State, VA does not believe that additional investigation will be required from Utah DEQ. Q3. How heavy is the closed-in-place UST? R3. The current weight of the tank is unknown. A.3 SOW Section 3 Tank Descriptions and Status describes the closed in-place tank as a 3,000-gal fiberglass tank filled with a cement slurry. Q4. It is not clear in the SOW if the dispenser islands needs to be removed, do the dispenser islands and fuel lines need to be removed? R4. A.3 SOW Section 4e UST Excavation, Demolition and Removal includes the following statement: Contractor will complete all work and documentation necessary to remove Tank 12(38D) and Tank 13(38G) from the site and dispose of (or recycle) material off-site. Removal of tanks will include fuel piping and dispenser island excavation and removal. Q5. The UST basin is currently concrete surrounded by asphalt. After the UST removal would this area need to be replaced with concrete, or would we want to restore with asphalt to match the surrounding ground surface? R5. A.3 SOW Section 4h UST Site Restoration includes the following statement: Site Restoration: Contractor will restore the site to existing conditions including backfilling, compacting and asphalt resurfacing. Q6. If removing the dispenser islands, will we need to replace the light present and would we be required to remove the concrete bases below the dispensers. Additionally, if we remove the dispensers, will we be required to remove the concrete ground surface around the dispenser. If so, can we replace with asphalt to match the existing ground surface around this area. R6. A.3 SOW Section 4e states, Removal of tanks will include fuel piping and dispenser island excavation and removal. Dispenser island includes the concrete bases and the light. The light doesn t need to be replaced and any concrete removed associated with dispenser islands may be replaced with asphalt. Q7. Please provide the working hours and days of the week that the contractor will be allowed to work onsite at the UST removal location. R7. The contractor will be allowed to work Monday through Friday 0700 1700. Q8. Please confirm the type and percentage of the bond that is required and when it is due. The RFP, Section I.5B Quote requirements (pg 13/52) states that a 20% bid bond is required. However, our notes from the site visit indicate that the meeting facilitator said a bid bond would not be required, but a payment bond would be required. R8. If the quote is under $150,000 bid bond is not required, only payment bond. If quote exceeds $150,000 then payment and bid bonds are both required. Refer to FAR 28.102-2 for additional information on bonding requirements. Q9. Will the government consider extending the period of performance to beyond 30 days? While 30 days is achievable under nearly ideal conditions, it is questionable given the unknowns about this site and the extent of subsurface contamination. There are already at least two deliverable submittal events that require draft and final iterations with a review/comment/revise interval in between. In a worst-case scenario, where contaminated soil removal requires the removal and replacement of carports, reinforced concrete, fencing and a gate, or other elements, a limit of 30 days could easily be missed. Given the degree of unknowns at this site, this scenario should be accounted for. R9. See response to question 1. Q10. Will the government consider providing a different pricing approach for the site structures removal/replacement? RFP Section A.3 4d and 4h (pgs 6 &7 of 52) include the requirements of removing and replacing site structures, including carport, gate, pavement, fencing, and others as needed. However, the footprint and depth of soil contamination is unknown so it is impossible to accurately evaluate the risk of having to remove/replace these structures. The usage of as needed in this context is not appropriate for a lump sum job where offerors are required to address the risk of needing to replace the site structures but insufficient information is made available. The one soil boring where contamination has been identified had contamination above the screening levels at its deepest sample (so contamination extent is open at depth) and there has been insufficient sampling along the fuel lines leading to the dispensary island, especially in the areas directly south of the USTs and on the upstream side of the dispenser island. The previous consultant recommended additional sampling be done to evaluate the extent of impact. R10. No, bid on the base project. If additional work is identified in other areas, a change order can be considered. Q11. What is the thickness of the Asphalt where the Fuel tanks need to be removed. R11. The asphalt thickness is unknown; standard industry practices should be referenced to form a basis for the estimated thickness. The VA has a specification on asphalt that might give some indication as to a thickness but the thickness cannot be guaranteed. See attachment Asphalt Paving Specifications. Q12. Does the electrical and any other utility need to be disconnected or removed for the removal. R12. Electrical and/or utility outages will be determined after utility locations have been confirmed.
