- This is a notice of intent to sole source a contract under the authority of FAR 13.106-1(b)(2), only one source being available to meet the Government s need. The contract estimated delivery will be ninety (90) days after receipt of order (ARO). The North American Industrial Classification System (NAICS) code for this procurement is 334510 electromedical diagnostic equipment manufacturing, with a small business size standard of 1,250 employees. The FSC/PSC is 6515 Medical and Surgical Instruments, Equipment, and Supplies. The Department of Veterans Affairs intends to solicit and award a sole source contract for the purchase of Eclipse EP25 Auditory Evoked Potential (AEP) Test Equipment to e3 Diagnostics, 3011 E. Palm Ave., Suite 103, Manteca, CA 95337. There is no other source of supply that will satisfy agency requirements. The VA Palo Alto Health Care System Audiology/Speech Pathology Services (ASPS) intends to purchase the Eclipse EP 25 Auditory Evoked Potential equipment to help diagnose specific vestibular and auditory disorders that cannot be achieved with other types of testing. The Eclipse EP 25 is capable to test both parts of the inner ear: the vestibular portion utilizing a Vestibular Evoked Myogenic Potential (VEMP), and the auditory pathway up to the brain using an Auditory Brainstem Response (ABR). VEMP, determines the function of the inner ear (vestibular organs). This test is one component that compliments the entire vestibular test battery. The VEMP helps determine the site of lesion in the vestibular system, ensuring the proper treatment for the patient is achieved. An ABR is used to assess the inner ear (the cochlea) and the auditory brain pathways for hearing. The ABR uses several electrodes to test the auditory pathway. It is essential for patients who are cognitively impaired and cannot respond on their own. This equipment is very important to evaluate the peripheral and neurological pathways of the inner ear that cannot be achieved with other audiological testing. If no responses are received, the Government will continue with its sole source procurement, and a sole source Request for Quote will be published to contract opportunities in accordance with FAR 5.102.
