Description
Synopsis for Request for Proposal 36C10B22Q0569 The purpose of this announcement is to post Solicitation 36C10B22Q0569 along with the Justification and Approval for National Teleradiology Program (NTP) Picture Archiving and Communications System (PACS) Mammography License and Artificial Intelligence Module. The Department of Veterans Affairs (VA), Office of Procurement, Acquisition and Logistics, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to enter into a contract on a basis of other than full and open competition for the Veterans Health Administration. The TAC intends to award a sole source Firm-Fixed Price contract to Intelerad, 895 De La Gauchetiere Street West, Suite 400, Montreal, QC H3B4G1 Canada, for maintenance, software support, partial hardware support, and ongoing system/application sustainment for the National Teleradiology Program Picture Archiving System Mammography License and Artificial Intelligence Module. VA requires NTP PACS licenses for 2D and 3D mammography ingestion and interpretation, and must be provided by our existing PACS vendor, Intelerad. In addition, NTP requires a mammography-specific Artificial Intelligence (AI) module within our PACS for breast density, image quality and risk assessment. The AI module must be FDA510k approved and be integrated into our existing PACS/AI infrastructure. As such, this portion must also be provided by our existing PACS vendor. The Statutory Authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, Only Once Responsible Source and No Other Supplies or Services Will satisfy Agency Requirements. The period of performance is 15 months from date of award. Commercial acquisition procedures will be used. The primary North American Industry Classification System code is 511210 size standard of $38.5M. This notification shall close on September 19th, 2022.
