Mesa, AZ 85215-2740 Office: 480-981-6898� ************************************************************************************************************************ 14 Sept 2022 UPDATE to SAM.gov Notice ID �W900KK-22-SSN-TIADS Removed from Phase II �Once Phase II reaches FOC FY28 the training area will show new OPFOR capabilities in yellow below slide.� ********************************************************************************************************************* SOURCES SOUGHT NOTICE INTRODUCTION:� The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager, Soldier Training (PM ST), Product Manager, Live Training Systems (PdM LTS) has a requirement for continued management and progress of the Threat � Integration Air Defense Systems (T-IADS) program � Phase II.� T-IADS is a Live Training System, supporting Force on Force capability by simulating multiple Ground Threat Air Defense Systems.� The T-IADS program is being implemented in 2 phases, with Phase I already under contract with Inter-Coastal Electronics (ICE). �Phase I (currently under contract) includes: TASS (Training Aircraft Survivability Equipment Stimulation Suite): 150 kits have been produced and fielded to the CTC�s. The TASS kits were designed and tested for the AH-64 Apache, UH-60 Black Hawk, and the CH-47 Chinook air platforms.� Ground Threat Emitters (GTE�s, 22 fielded) were designed to provide aircraft tracking and air threat capabilities for training during unit rotations at the CTC�s.� Both TASS and GTE devices are proprietary to ICE. VISMOD (Visual Modification 2S6): Kits have been designed and are being fabricated at Letterkenny Army Depot and fielding is scheduled start 2Q23 MANPAD (Man Portable Air Defense):� 2 LRIP units are in development and are scheduled for completion in May 2023. RSE (Radar Signal Emitter): Program managed by Threat System Management Office. Not applicable to Phase II. Phase II (new contract) will continue the efforts started under Phase I but in a production mode since all the RD&T has been completed under phase I. The T- IADS phase II effort includes the following new requirements: Provide opposition force on force training capabilities to 8 Home Stations. TASS kit production, Ground Threat Emitters, MANPAD production, and mobile trailer VISMOD.� Other delivery orders will include Post Deployment Software Support, aircraft concurrence support, Light Utility Helicopter (LUH -72) with technical refresh by incorporating the TASS Advance Smart Onboard Data Interface Module�s (ASMODIM) (FY25) and other changes and updates as required (IAW Government Guidance), Under the T-IADS Phase II effort, the contractor will provide 50 TASS kits each, to 8 Aviation Home Stations; a total of 60 MANPAD systems fielded to the three (3) Combat Training Centers (CTCs).� The contractor will also provide 2 each MANPAD units to each home station.� The contractor will also provide Home Stations (2 each) with a modified version of the VISMOD not requiring a M113 track vehicle but a lightweight mobile trailer mounted configuration. ��Each project will have its own SOW and CLIN structure and include, Production, Fielding, New Equipment Training (NET), Shipping, Travel and Interim Contract Support (ICS). �At each Home Station the TASS systems must interface with the current home station Instrumented Training System � Aviation (HITS-AV) Regional Alignment in order to transmit data to the command center in near real time as training exercises are being conducted. BACKGROUND INFORMATION for T-IADS, Phase I, currently under contract with Inter-Coastal Electronics (ICE): Under the authority of the Operational Needs Statement (ONS) and Directed Requirement (DR) T-IADS Phase I is providing new aviation training instrumentation in support of the Combat Training Centers (CTC�s) OPFOR training mission. These systems included TASS, VISMOD, and RSE.� The TASS project currently ongoing was limited to research, develop, test, production, and the fielding of the aviation TASS kits to all CTC�s. T-IADS Phase I in addition to TASS, was to provide VISMOD units, and one RSE unit to the CTC�s.� Estimated completion date for phase I is planned for Mar 2023. T-IADS Phase I (IOC) will provide the capability to Instrument, Track, and support After Action Review (AAR) development at each of the three (3) CTCs for combat aviation brigade aviation assets. The system is completely integrated with the Combat Training Center Instrumentation System (CTC-IS) using the Army Aviation Data Management System (AADMS), an Inter Coastal Electronics Inc. (ICE Inc.) proprietary network. The Army Directed Requirement was to provide a more realistic Air Defense threat to helicopter training at the CTCs. This program is designed to leverage the existing capability of the AVN TESS and augment this capability by modifying software within the Smart-On-board-Data-Interface-Modules (SMODIM).� The new redesign will be fielded with the new ASMODIM (an ICE Inc. proprietary component of AVN TASS part of phase I) which enables it to communicate with the tactical Aircraft Survivability Equipment (ASE) on each aircraft thus stimulating the visual and audio cockpit indication to the pilot.� The phase I capability is integrated into the CTC-IS in order to support all training requirements up through Brigade level tasks. This Market research is being done to identify all sources that believe they can meet the Phase II requirement in support of the Aviation Home Stations with the production and fielding: TASS kits (50 per home station), 16 new Threat Emitters, the Man Portable Air Defense System (MANPAD) (76 units) and to produce or purchase from commercial market mobile VISMOD units (16) for home stations. ACQUISITION STRATEGY - PLANNING INFORMATION: 1. While not finalized, and dependent upon the results of this Market Research, the Government anticipates awarding a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 5-year ordering period.� Contract award is anticipated in FY24 (subject to funding). Multiple Firm Fixed Price Delivery Orders (DO�s) are planned, with each DO having a separate RFP provided by the Government that defines the requirements and will be managed separately IAW the TIADS project plan and fielding schedule.� Each DO will have different PoP�s subject to available funding and project schedule. Example: DO #1 Homestation TASS (FY24-28) DO #2 CTC MANPAD (FY24-28) DO #3 Homestation MANPAD (FY24-28) DO #4 Homestation Mobile VISMOD DO #5 TASS PDSS DO #6 LUH-72 Tech Refresh (FY25)� 2. North American Industry Classification System (NAICS) code being considered for this project is 333318 (Other Commercial and Service Industry Machinery Manufacturing). Small Business size standard for NAICS 333318 is 1,000 Employees. NAICS code 333318 is not included in the 2022 NAICS Manual Revision; the applicable NAICS will change to 333310 (Commercial and Service Industry Machinery Manufacturing) effective 01 OCT 2022, when the 2022 NAICS Manual Revision is incorporated into the SBA Table of Small Business Size Standards. PSC Code for this effort being considered is 6910 (Training Aids). 3. Some technical data from the TIADS phase I effort for the ASMODIM, GTE and the Home Station network (aviation gateway, AGW interface) are ICE Inc. proprietary and would not be releasable or available. *NOTE: The Acquisition Strategy still has to be finalized and Market Research is underway to refine the strategy prior to approval. RESPONSES REQUESTED: ��The Government is seeking to determine interested contractors in this program along with their capabilities to provide the above described requirements. Interested contractors shall submit responses to this Notice to the Points of Contact (POCs) indicated below no later than 4:00 p.m. (EST) to both the Contracts and Program POCs, 14 days from publication of this Notice, indicating their background and capabilities in fulfilling the requirements described herein. The Contractor response should be 10 pages maximum. 1. Describe your management approach and processes that will be utilized throughout the execution of tasks that you would be performing under the contract. 2. Describe your company�s capabilities and/or approach for providing the Phase II requirements described above, to include addressing your approach to resolving the proprietary technical data, which will not be available. 3. Is your company classified as a large or small business under the NAICS code proposed for this contract? If small business, please indicate any applicable socio-economic status [i.e., SBA 8(a) Certified, SBA HUBZone Certified, Service-Disabled Veteran-Owned Small Business (SDVOSB), or SBA Women-Owned Small Business (WOSB) Certified]. 4. If you plan on subcontracting to other companies in order to deliver technical capability, please provide details on exactly which tasks will be assigned to those subcontractors; in addition, provide the names of those anticipated subcontractors, and list the anticipated percentage of small business subcontracting.
