- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06 (eff. 07/12/2021). This solicitation is unrestricted. The associated North American Industrial Classification System (NAICS) code for this procurement is 621511, Medical Laboratories. The FSC/PSC is Q301. The Richmond VA Medical is seeking to purchase AlloSure specimen collection kits. The cost per test will include the specimen collection kit, labor, management, supplies, equipment, instrumentation necessary to perform AlloSure Kidney Donor-Derived Cell-Free DNA Testing (CPT 81479) and provide the results. Test results will be provided within timeframes of receiving a specific patient specimen collection kit. Delivery of the specimen collection kits to be scheduled by placing orders with the contractor as needed. The Contractor will communicate with the VA laboratory in accordance with established procedures. The Contractor will notify the Government if they anticipate test results will not be available for greater than 72 hours. The facility anticipates a realistic estimated total of 60 testing kits per year. It is anticipated a Purchase Order will be awarded with one 12-month base period and four 12-month option periods. Deliveries to be scheduled by placing orders with the contractor as needed.
