Description
-------AMENDEMENT Dated 9/16/22--------- A. The purpose of this amendment is to re-open the solicitation, extend the date for receipt of quotes, revise the geographical area of consideration, identify additional dates for the event, revise the basis for award, and update the quantity of lodging rooms on the night prior to the event. 1. As a result of receiving no quotes capable of meeting the requirement due to limited to no availability in Richmond, VA the weekend of October 21-23, 2022 the solicitation is being reopened and the date for receipt of quotes is extended to September 27, 2022. 2. As a result of this amendment the quantity of lodging rooms the night prior to the event is increased by 5 from 35 to 40. 3. The basis of award is hereby revised to establish an order in which dates and locations will be evaluated.� As a matter of clarification, the alternate dates do not change the Performance Work Statement (PWS) requirement regarding lodging and event needs.� For example, lodging will be required on Friday and Saturday and event space is required primarily on Saturday and Sunday with Government set-up on Friday.� Vendors may submit more than one quote based on the dates and areas of consideration identified below. Quotes will be evaluated in the following order: a. Quotes received for the event to be held October 21-23, 2022 at a facility located from Downtown Richmond, VA east to Virginia Beach, VA will be considered first.� If an award can be made from any quote meeting this criteria, no further quotes will be considered for award. b. If an award cannot be made after evaluating those quotes meeting 3a above, quotes for an event October 28-30 in Richmond, VA will be considered.� If an award can be made from any quote meeting this criteria, no further quotes will be considered for award. c. If an award cannot be made after evaluating those quotes meeting 3a or 3b above, quotes for an event October 28-30 at a facility from Downtown Richmond, VA to Virginia Beach, VA will be considered.� If an award can be made from any quote meeting this criteria, no further quotes will be considered. d. If an award cannot be made after evaluating those quotes meeting 3a, 3b or 3c above, quotes for an event October 14-16 in Richmond, VA will be considered.� If an award can be made from any quote meeting this criteria, no further quotes will be considered for award. e. If an award cannot be made after evaluating those quotes meeting 3a, 3b, 3c or 3d above, quotes for an event October 14-16 at a facility from Downtown Richmond, VA to Virginia Beach, VA will be considered.�� B. All other terms and conditions remain unchanged. --------END OF AMENDMENT Dated 9/16/22----------- --------AMENDMENT Dated 9/5/22----------- A. The purpose of this amendment is to revise the requirement, answer a question and extend the time and date for receipt of quotes. 1. As a result of this amendment, the performance work statement is hereby revised as follows:� a. The quantity identified in paragraphs 5.3.6.1, 5,3.7.1, and 5.4.1 is changed from 180 to 160. b. Paragraphs 5.8.3 and 5.8.4 are revised to increase parking requirements to allow for 135 parking spots at the venue location (if separate from loding location) on October 22 and 23, 2022. c. Paragraph 5.8.4 is hereby revised.� If lodging is not within walking distance, defined as no more than a quarter mile from the event facility without having to cross a highway or high traffice (major) intersection of the event venue, the lodging facility shall be located no more than five miles from the event venue. 2. As a result of this amendment, paragraph 4.� ADDENDUM to 52.212-1, A. 4.� of the initial combined synopsis solicitation posting is hereby changed to read:�Name, address, and pictures for proposed lodging and event space. Lodging is preferred to be located at the event site. However, the government will accept lodging facility separate from the event facility if the lodging facility is within five miles of the event facility. 3. Question: Is the Government restricted to paying lodging per diem when contracting for room?� Answer:�The Joint Travel Regulation (JTR) requires contract rates to be at the applicable locality per diem rate for the location concerned or the authorized or approved actual expense allowance (AEA) limit.� The authorized AEA for this event in Richmond, VA is $370.00 per room night.� Room rates in Richmond, VA shall not exceed $370.00. 4. The time and date for receipt of quotes has been extended to 5:00 p.m. ET, September 9, 2022. B. All other terms and conditions remain unchanged. ----------END of AMENDMENT Dated 9/5/2022------------ --------AMENDMENT Dated 9/1/22--------- A. The purpose of this amendment is to extend the geographical area of consideration for the event, extend the date for receipt of quotes and add language to the Basis for Award as a result of the extended geographical area of consideration. 1. The geographical area of consideration for the event is hereby extended from a 30 mile radius of Downtown Richmond to include east on I64 to Newport News, VA. 2. The date for receipt of quotes is hereby extended from September 6, 2022 to September 8, 2022. 3. In evaluating overall cost to the government, it is prudent to consider travel cost to attend the event.� Attendees of the event are geographically dispersed across the Commonwealth of Virginia making Richmond a central location for travel.� As a result, while the geographical area of consideration has been extended as a result of this amendment, quotes for locations within the initial 30 mile radius of Downtown Richmond, VA will considered before locations outside of this radius.� � B. All other terms and conditions remain unchanged. --------END of AMENDMENT dated 9/1/2022--------- 1.�� �GENERAL INFORMATION: A.�� �This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.� B.�� �The Virginia Army National Guard (VaARNG) will conduct a Post Yellow Ribbon Event for the 329th within a thirty (30) mile radius of� Downtown Richmond, Virginia, October 21-23, 2022, for an estimated �200 attendees. To conduct this event, the 329th �will require lodging, event space, audio / visual services, childcare services, catering services, and parking. C.�� �The Government intends to award a Firm Fixed-Price Contract(s) resulting from this Request for Quote (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 721110, (Hotels (except Casino Hotels) and Motels). The Product Service Code (PSC) is V231, (Transportation/Travel/Relocation- Travel/Lodging/Recruitment: Lodging, Hotel/Motel), with a business size standard of $35,000,000.00. This requirement is a 100% Small Business Set-A-Side solicitation and only qualified offerors may submit quotes. This solicitation document, and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07, dated August 10, 2022.� D.�� �The Government will not pay for costs associated with the preparation of a quote in response to this combined synopsis/solicitation. E.�� �Payment will be made through the Wide Area Workflow (WAWF) application in accordance with DFARS clause 252.232-7006, Wide Area Workflow Payment Instructions. F.� Interested vendors agree to hold the prices in its quote firm for 60 calendar days from the date specified for the closing of this RFQ. The Government intends to award to the responsive, responsible vendor whose quote is the lowest price and meets the requirements as stated in the Performance Work Statement (PWS).� The Government will review price quotes submitted for reasonableness.� The Government will review submissions of lodging and event space locations, star ratings, catering menus, etc. to determine, at its sole discretion, if the requirements of the PWS can be met.� B.�� � Multiple awards may be made if determined to be in the best interest of the Government. For evaluation purposes only, a fee of $500.00 per award will be applied during the evaluation � this fee is an administrative tool for evaluation purposes only and is not actually added into any contract costs. The purpose of adding an administrative fee for evaluation purposes is to determine if it is prudent for the Government to award multiple contracts. While vendors are NOT required to quote all line items of the solicitation, vendors are required to quote all line items within the listed specific groups as follows: Group 1: Lodging: CLINs 0001,0002 and 0003 Group 2: Catering: CLINs 0004, 0005, 0006, 0007 Audio / Visual: CLIN 0008 Event Space: CLINs 0009AA, 0009AB, 0009AC, 0009AD, and 0009AE Parking: CLIN 0010 Group 3: Childcare: CLIN 0011 �For example: Interested Vendor A can quote on all 3 groups, while �interested Vendor B may not be able to provide childcare in Group 3; therefore, elects to quote on the lodging and event requirements (Groups 1 & 2 only) and interested Vendor B may not be able to provide lodging or event services but can provide childcare and elects to quote Group 3 only. �Vendor C may only be able to provide lodging and therefore elects to quote on Group 2 only.� Please note however, if the proposed lodging facility is not within walking distance of the event venue and the facility does not provide transportation to the event facility, the lodging facility will not be further considered for award. These are all acceptable ways to submitting quotes. �Vendors quoting on more than one group (i.e. Groups 1&2, 1&3, 2&3 or 1, 2 and 3 must indicate on their submission if the quote is all or none.� For example, a vendor who quotes all 3 groups, but will not accept an award for group 1 only, group 2 only or group 3 only must indicate their quote is only to be considered for one award.� Another example includes a vendor who is quoting all 3 groups and will accept an award for groups 1 and 2 but not an award for just group 3 must indicate on their submission, their quote is not to be considered for a single award of any group but may be considered for a combination of Groups 1, 2 and 3 or groups 1 and 2, but a single award for group 3 will not be accepted. E. Parking shall be in walking distance of event facility. If parking is more than a quarter mile of the event facility, transportation will be provided to and from venue. F.�� �In order to be considered for an award, vendors shall have an active registration in the System for Award Management at https://sam.gov. Vendors are responsible to ensure the representations, and certifications in their SAM registration are accurate and current. 4. � � ADDENDUM to 52.212-1, Instructions to Offerors � Commercial Items (Nov 2021)� A.�� �Addendum to FAR 52.212-1(b), Submission of offers. Offeror shall submit an electronic copy of their dated quote via e-mail to: katina.l.moore7.civ@army.mil with the solicitation number (W912LQ-22-Q-0027) in the subject block, by September 6, 2022, no later than 2:00 PM EST. Facsimile quotes will not be accepted. Vendors who do not provide all the required information with their quotes may be deemed NON-RESPONSIVE for further consideration for the solicitation and award. In addition to the items required by 52.212-1(b), the offeror shall complete and �provide the following with their submission: 1. Signed and completed Information Sheet (attachment 1) 2. Signed and completed 52.204-24 & 52.204-26, 52.212-3, and 252.204-7016 & 7017 (attachment 2). 3.�� �Pricing for all contract line item numbers (CLINS) within the group(s) being quoted. �If a CLIN is at no cost (NC) or not separately priced (NSP), the vendor shall so indicate. �Vendors may submit an alternate pricing schedule. �However, each requirement must be identified as a priced requirement or NC/NSP requirement. �The alternate pricing schedule shall be clear as the government will not make any assumptions and award may be made without discussions.� For example, the pricing schedule included with this posting may be used or a vendor may submit their own pricing schedule which identifies the price for all event space to include audio/visual with a note stating the price includes the general session, breakout rooms, childcare rooms, resource provider area and counseling rooms and associated audio/visual. 4. Name, address, and pictures for proposed lodging and event space. Lodging is preferred to be located at the event site. However, the government will accept lodging facility separate from the event facility if the lodging facility is within five miles of the event facility. 5. Proposed catering menus for adults and children. Due to current supply chain issues in the food industry, interested vendors unable to meet the PWS requirements may submit an alternate meal plan for the government�s consideration. �However, the government has the sole discretion to accept or reject the plan submitted. 6. Entity name, address, and website of company providing childcare services. 7. Current lodging and event venue star rating as determined by www.tripadvisor.com. 8. Number of hotel rooms available in single, double and multi-family rooms (i.e. 1 bed � 2 person occupancy; 2 bed � 4 person occupancy; 2+ bed � 5+ person occupancy).� � B. Addendum to FAR 52.212-1(f), Late submissions, modifications, revisions, and withdrawal of offers. This paragraph is tailored to read as follows: Offerors are responsible for submitting electronic offers by the solicitation due date and time.
