Description
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract pursuant to 10 U.S.C 2304 (C)(1), as implemented by FAR 6.302-1(a)(2) and 6.301-1(c), only one responsible source and no other supplies or services will satisfy agency requirements, and brand-name descriptions. The Department of Veterans Affairs Medical Center located Edward P. Boland VA Medical Center (VAMC) located at in Leeds, Massachusetts has a requirement Pre-paid 4G Service, Support and Cloud Access Plan for the Rapid Disinfector (TM) Mobile disinfection System The Government intends to award a firm-fixed-price sole source contract. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. this notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Governments intent to award on a sole source basis. Interested parties may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government. This notice will close on September 23, 2022, at 2:00 PM Eastern Standard Time (EST) SECTION B.3: PERFORMANCE WORK STATEMENT (PWS) 1. REQUIREMENTS. Contractor to provide full maintenance which includes regular and systematic inspections for the Edward P. Boland VA Medical Center (VAMC) located at in Leeds, Massachusetts. Period of performance begins from 10-14-22 through 10-13-23 and with four (4) one-year options exercised at the Government s discretion. During the inspection visits, the Contractor shall inspect, diagnose, or recalibrate the equipment as specified below, determine the nature and extent of any trouble/problems, and the maintenance required to restore the machines to safe and satisfactory service, and if conditions warrant, furnish and install parts listed below. All service requests require Customer to work with RD support team to diagnose problems so we can send the correct parts for our technician to make the repair. Customer staff member must be available when technician is onsite to assist with equipment location, locating parts sent to Customer, final testing of machine in a safe location, etc., or additional charges may be incurred. All equipment, materials, and installations shall be provided by contractor except as listed below: All non-covered charges (for damage, broken plug ends, pulled out cords, etc.) shall be billed at separate plus materials and expenses. The service and support plan requires your facility to allow remote wireless access to the machine to maintain software, diagnose service issues etc. If your facility blocks remote access at least one extra visit by our support personnel will be required when diagnosing a problem with the machine. There will be a charge for each extra visit and a purchase order from your facility will be required before we schedule the extra visit(s). The alternative is to have your IT department unblock the remote access in which case no extra visits or changes will be required. 2. Covered Services Product Training and Q&A upon request: on-site 1 day/year (up to 6 hours) and /or on-line webcast up to 4x/year; Software Updates for software on the R-D machine usually 2-4 times per year; as needed; Online Data Access & Reporting includes operation, utilization, trigger e-mails, utilization e-mails; account review to help drive effective disinfection; Routine Inspections & diagnostics check as needed; Repairs and Maintenance - includes ALL parts and labor for system component repairs (lamps, ballasts, computers, sensors, batteries, etc.); Plug ends are not included. Plug end replacements are available (see costs below) and may be replaced by customer without voiding the warranty. Power cords pulled out of the bottom of machine are not included and may be repaired by customer without voiding the warranty. Sensor Recalibration all 4 UVC sensors will be recalibrated when Steriliz determines they are out of calibration. 3. QUALIFICATION OF PERSONNEL PERFORMING WORK. All work shall be performed by qualified repair persons certified by the manufacturer. 4. RD Rapid Disinfector Parts List with Pricing.
