Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W912GB22R0034 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07. The associated North American Industrial Classification System (NAICS) code for this procurement is 236220 with a small business size standard of $36.50M. This requirement is unrestricted and only qualified sellers may submit bids. The solicitation pricing on https://marketplace.unisonglobal.com will start on the date this solicitation is posted, and, unless otherwise displayed at https://marketplace.unisonglobal.com, will end on: 2022-09-30 17:30:00.0 Eastern Time. This time supersedes the Offers Due Time listed above. FOB Destination shall be in the Place of Performance. The USACE - Europe requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: Construct a New Three (3) Classroom Building, 1, JOB; LI 002: Renovation of Existing Main Building to Add two (2) Accessible Toilets, 1, JOB; LI 003: Exterior Stairs, Handicap Ramps, and Walkways, 1, JOB; LI 004: Option Item: Renovation of Existing Classroom Building, 1, JOB; LI 005: Option Item: Construct a Pre-School Building, 1, JOB; Solicitation and Buy Attachments ***Question Submission: Interested Offerers must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at https://marketplace.unisonglobal.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, USACE - Europe intends to document bids online to be facilitated by the third-party Marketplace, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to document pricing. Offerers may submit bids during the specified period of time. The existing Southernwood Primary School requires the construction of a new three (3) classroom building, a new one (1) Pre-school classroom building as well as renovation of an existing school building and modifications to address accessibility by installing ramps for access to existing buildings and construction of handicapped toilets. The project includes the following general items of work, detailed requirements are contained elsewhere in this Statement of Work: a. Clear, grub, and grade the site b. Construct new three (3) classroom building c. Construct new one (1) pre-school classroom building d. Renovate area in the main building to provide two (2) wheelchair accessible toilets e. Renovate existing classroom building to include patch and paint. f. Provide site improvements including exterior stairs, handicap ramps, and walkways The work includes - but is not limited to - design, demolition, fabrication, delivery, installation, construction, and site work. The facility and the installed equipment must be permanent construction. The proposal price must include all design, calculations, approvals, certificates, fees, labor, material, equipment, direct overhead, indirect overhead, general and administrative expenses (G&A) and general conditions to complete this project. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines.
