Description
The Naval Sea Systems Command intends to procure AN/USQ-82(V) Gigabit Ethernet Data Multiplex System (GEDMS) production units and also installation and checkout (INCO) repairs via limited competition from two (2) qualified and responsible vendors: The Boeing Company (Boeing), 14441 Astronautics Lane, Huntington Beach, CA 92647 and DRS Laurel Technologies (DRS), 246 Airport Rd., Johnstown, PA 15904. GEDMS is a Government Furnished Equipment build-to-print system, where no commercially adequate products satisfy the design requirements. GEDMS is not a commercial-off-the-shelf (COTS) system design, although there are performance based COTS components. All items shall be in compliance with NAVSEA system specifications DMS 500.7 and GEDMS 300.0. Industry parties interested in subcontracting opportunities should contact Boeing and/or DRS directly. The intended contract actions are for supplies for which the Government intends to solicit and negotiate with only a limited number of sources under the authority of FAR 6.302-1. The Government requests that industry parties other than Boeing and DRS that self-identify as being able to perform the Navy�s GEDMS requirement as a prime contractor provide the Navy a capability package indicating so. All capability packages shall be sent to both the contract specialist and contracting officer listed on this publication. If the capability package contains proprietary information, please request from the aforementioned contacts a DoD SAFE �drop off� link. All capability packages shall be submitted to the Navy on or before 30 calendar days from the date of this publication. Interested contractors must be capable of meeting the following minimum requirements by the release of the RFP: Have necessary services, facilities, resources, and management in place to produce 3-5 shipsets a year: Establish and implement program management office function Maintain detailed schedule for production activities Maintain QA that adheres to requirements of ANSI/ASQC Q9001-2008 Quality Systems Model Provide the necessary tooling and test equipment required to fabricate and test the AN/USQ-82 (V) equipment Implement a Configuration Management (CM) program commencing at date of contract award At a minimum, be able to manufacture in a accordance with the following MIL Standards: MIL-STD-188-114 MIL-STD-189 MIL-STD-242 MIL-STD-275 MIL-STD-470 MIL-STD-454 MIL-STD-965 MIL-STD-1397 DOD-STD-1686 MIL-STD-108E MIL-STD-129H MIL-STD-167-1NC MIL-STD-242G MIL-STD-461E FED-STD-595A MIL-STD-690B MIL-STD-740-1 MIL-STD-740-2 MIL-STD-790C MIL-STD-810F MIL-STD-882 MIL-STD-883B MIL-STD-1399, Section 300A Provide evaluation and repair of GEDMS components during the Installation and Checkout (INCO) availability period Parties that would like to submit a capability package are requested to provide the following information with the package (as applicable): Company name Company address Primary company contact(s) and associated email addresses Company website Business size (small or large) for the NAICS code applicable to this posting Company's socioeconomic status (Woman-Owned, Veteran-Owned, HUBZone, etc.) Company CAGE Code Estimate delivery lead times of supply Equipment origin or place of manufacture Warranty information Experience providing this type of supply Any other information deemed applicable by the interested party A PARTY�S SUBMISSION SHALL NOT EXCEED MORE THAN 20 MS WORD OR PDF PAGES IN LENGTH AND BE NO LARGER THAN 7.5 GB. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Navy. This publication of intended contract actions serves as both the (1) pre-solicitation notice (synopsis) and (2) a vehicle to perform market research. This publication is not a request for proposals. The entire cost of all submissions will be at the sole expense of the source submitting the information. The estimated contract duration is five (years) with the principal places of performance being Huntington Beach, CA and Johnstown, PA. The anticipated award date is April of FY 2024.
