Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2022-07, VAAR Update 2008-32. This requirement is a 100% small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 339113 with a small business size standard of 750 employees. PR: 652-22-4-065-0284 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Richmond VAMC requires six Brand Name Only Brewer Access High-Low exam tables and two Brewer Access High-Low 700 exam tables that have a 700 lbs. capacity. The required equipment features a power back, outlet, and pelvic tilt, and drawer warmer. Total Estimated Value: Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is a brand name justification. The Brand Name Only Brewer Access High-Low exam table is what is currently being used throughout the facility. These additional exam tables provide continuity within the facility. The staff are familiar with this table and its functions. Accessories for the Access High-Low table offered by Brewer are utilized in the facility already. Getting any other table that is not compatible with the accessories already procured and utilized by the facility would require carrying accessories for multiple products lines. This would lead to additional cost and staff re-training which would lead to additional costs to the government that are not expected to be recovered through competition. Description of market research conducted and results or statement why it was not conducted: Market research through VIP, FPDS, GSA, and correspondence with industry has identified two small businesses.
