Description

The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208) Patuxent River, MD intends to enter into sole source negotiations and subsequently award a Firm Fixed Price (FFP) Delivery Order under the sole source Basic Ordering Agreement (BOA), contract number N00019-21-G-0002, with Northrop Grumman Systems Corporation (NGSC), Chandler, AZ. The anticipated delivery order provides for the procurement of Fiscal year (FY) 2023 Replenishment Spares and option for FY 2024 spares in support of the GQM-163A Coyote Supersonic Sea Skimming Targets (SSST). Contract award is anticipated for the third quarter of fiscal year 2023 and the anticipated delivery order will be for 44 months, inclusive of the option. The GQM-163A is a surface launched aerial target system that emulates the anti-ship cruise missile in support of weapon system test and evaluation.� This synopsis is published for information purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification Systems (NAICS) code for the action described herein is 336414. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. All responsible sources may submit a capability statement which shall be considered by the agency. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. No telephone responses will be accepted. GENERAL INFORMATION: NGSC is the sole designer, developer, and manufacturer of the Supersonic Sea Skimming Target (SSST) and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified.
