Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04 (eff. 01/30/2022). The Network Contracting Office (NCO) 6 Regional Procurement Office (RPO) EAST intends to award a unrestricted firm-fixed price contract for consumables for diagnostic of antinuclear antibody testing. The associated North American Industrial Classification System (NAICS) code for this procurement is 621511, Medical Laboratories, business size 35Mil. Statement of Work A procurement of consumables for the diagnosis of autoimmune disease at Hunter Holmes McGuire VA Medical Center utilizing antinuclear antibody detection by Indirect Fluorescent Antibody (IFA) slide method compatible with VA owned on-site instrumentation. This is a base plus 4 option years. Base year: Fuorescent IgG ANA-Ro Test System Qty 10 Price Extended Price Option 1: Fuorescent IgG ANA-Ro Test System Qty 10 Price Extended Price Option 2: Fuorescent IgG ANA-Ro Test System Qty 10 Price Extended Price Option 3: Fuorescent IgG ANA-Ro Test System Qty 10 Price Extended Price Option 4: Fuorescent IgG ANA-Ro Test System Qty 10 Price Extended Price BACKGROUND The Pathology and Laboratory Medicine Service at VAMC Richmond is responsible for Antinuclear Antibody testing. The antinuclear antibody (ANA) test is used as a primary test to help evaluate a person for autoimmune disorders that affect many tissues and organs throughout the body (systemic) and is most often used as one of the tests to help diagnose systemic lupus erythematosus (SLE). ANA are a group of autoantibodies produced by a person's immune system when it fails to adequately distinguish between ""self"" and ""nonself."" They target substances found in the nucleus of a cell and cause organ and tissue damage. Depending on a person's signs and symptoms and the suspected disorder, ANA testing may be used along with or followed by other autoantibody tests. Some of these tests are considered subsets of the general ANA test and detect the presence of autoantibodies that target specific substances within cell nuclei, including anti-dsDNA, anti-centromere, anti-nucleolar, anti-histone and anti-RNA antibodies. An ENA panel may also be used in follow up to an ANA. These supplemental tests are used in conjunction with a person's clinical history to help diagnose or rule out other autoimmune disorders, such as Sjögren syndrome, polymyositis and scleroderma. Different laboratories may use different test methods to detect ANA. Two common methods include immunoassay and indirect fluorescent antibody (IFA). IFA is considered the gold standard. Some laboratories will use immunoassay to screen for ANA and use IFA to confirm positive or equivocal results. Indirect fluorescent antibody (IFA) this is a method in which a person's blood sample is mixed with cells that are affixed to a slide. Autoantibodies that may be present in the blood react with the cells. The slide is treated with a fluorescent antibody reagent and examined under a microscope. The presence (or absence) and pattern of fluorescence is noted. Immunoassays--these methods are usually performed on automated instrumentation but may be less sensitive than IFA in detecting ANA. Other laboratory tests associated with the presence of inflammation, such as erythrocyte sedimentation rate (ESR) and/or C-reactive protein (CRP) may also be used to evaluate a person for SLE or other autoimmune disease. PERFORMANCE PERIOD The period of performance is a base plus 4 option year, tentatively starting October 01, 2022. GENERAL REQUIREMENTS Deliverables shall consist of: Fluorescent IgG ANA-Ro Test System to be processed on existing equipment (AFT3000 Automated Sample Processor and Image Navigator) with increased sensitivity to SSA/Ro autoantibodies approved by the FDA. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. All quoters shall submit the following: The best technical and price terms quote; The name, address, and telephone number of the quoter; A technical description of the item being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; Price and any discount terms; Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for a minimum of 30 calendar days from the date specified for receipt of offers; Authorized distributor letter or other documents from the OEM or by an intermediary distributor authorized by the OEM Award will be based upon the lowest priced technically acceptable quote. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."" OR ""The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"" Quoters shall list exception(s) and rationale for the exception(s), if any.
