- On August 17, 2022, the Contract Specialist sent a request for quotation to various Small Businesses for a PAC (PHASE) Model JFA-70Xi-PC, Freeze Point/Cloud Point/Pour Point/Density/Low Temp Viscosity.� On August 26, 2022, DLA Energy extended the Solicitation date through Septemeber 7, 2022 in order to get more Small Business participation.� Unfortunately, these Small Business could not provide a quote for this item because the manufacturer of this product (PAC) would not sell directly to these Small Businesses.� The manufacturer cannot sell this item to a Small Business because it is a complex item and can only be installed by a PAC technician; Furthermore, if installed by any other entity beside the manufacturer (PAC) it would void the warranty for this item which is a requirement under this acquisition.� The Contract Specialist has no additional discourse but to award this item to the manufacturer, Phaze Analyzer Company Ltd. for this item.
