- Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for a base year and four option years with the University of Utah, 201 Presidents Cir, Salt Lake City, UT 84112 to obtain specialized research support services for collaborative efforts between the Salt Lake City VA Healthcare System and the University of Utah. Due to the affiliate relationship with the Salt Lake City VA Medical Center, as well as the technical specialized expertise of the Private Investigators on research studies and the dual appointments with the VA and the university the requirement will be sole sourced to the University of Utah. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 611310 with a $30.5 Million size standard. The PSC is AN11. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
