- THIS IS NOT A REQUEST FOR QUOTE � THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A MODIFICATION TO ENSCO INC. FOR COMMAND AND CONTROL (C2), INTEGRATION AND SUSTAINMENT The Department of Defense (DoD) Washington Headquarters Services (WHS) Acquisition Directorate (AD) intends to award a firm-fixed modification to extend the current contract HQ003417C0097 to ENSCO Inc., 4849 N. Wickham Rd., Melbourne, FL 32940-7119 (SAM Unique Entity ID: N6KSRT68JJZ5, CAGE: 5F306) to allow sufficient time for a follow-on contract to be awarded.� To avoid mission failure, and prevent a gap of critical services, the Pentagon Force Protection Agency (PFPA) requires a four-month extension to continue Command and Control (C2) Integration and Sustainment Services.� ENSCO Inc. has performed these services using their software named SENTRY, which is based on ENSCO�s patented �Event Engine� (US 6,525,658 B2) which is the core of the application. This source code is proprietary to ENSCO. �The services are for C2 application-based software, which facilitates the early-warning capability required by the mission, and is operational 24/7/365 for use by the Pentagon Operations Center (POC). SENTRY is necessary to employ real-time event capabilities incorporated into one system, allowing for superior situational awareness and predictive modeling capabilities. The program focuses on event mitigation through active and passive HVAC strategies and other response actions to minimize the potential of a Chemical, Biological, Radiological or Nuclear (CBRN) release affecting building occupants.� SENTRY functions include sensor data integration and analysis, data storage and retrieval, archiving, rules and protocol, automated actions, notifications and timing. SENTRY transforms and integrates the data provided from many elements of the Pentagon Shield system into events and further into a variety of response actions. SENTRY System Components include: SENTRY Event and Database servers, Sensor servers, and SENTRY Clients including hardware with customized Graphic User Interface (GUI) for displaying select information throughout the Pentagon Reservation and locations within the NCR. It would take several years for a new contractor to develop and maintain a C2 System. The Contracting Officer has determined that ENSCO Inc. has the capability to not only meet all salient requirements for these services but also is the only vendor that can satisfy the requirement. The modification will be issued in accordance with Federal Acquisition Regulation (FAR) Clause 52.217-8 Extension of Services. The NAICS code utilized for this procurement is 541511, Custom Computer Programming Services. Small Business Size Standard of $30M. This is a commercial item. The estimated amount for this procurement is over the Simplified Acquisition Threshold for a 4-month extension with a period of performance from 9/28/2022 to 1/27/2023.
